William G. Manness Jr., 29, of 326 W. Broad St., was cited by Tamaqua police following an early Wednesday morning incident.

Officers were dispatched to 323 W. Broad St., at 3:55 a.m. to deal with a male banging on the door of an apartment. They found Manness in a highly intoxicated state, swaying back and forth, using the doorframe to keep upright. Manness proved to be uncooperative and was taken into custody.He was cited for public drunkenness.
