A Monroe County teen has been cited after he was found lying on a roadway.

State police at Lehighton said about 4:15 a.m. on Sunday, Oct. 17, troopers found Ryan Matthew Werle, 19, of Effort, lying on Polk Township Road, near Burger Hollow Road, in Polk Township, intoxicated.Troopers cited Werle for public drunkenness and underage drinking.
