Carbon County court – DUI

Three defendants who previously pleaded guilty to driving under the influence were sentenced on Thursday in Carbon Count court, while a fourth had his sentencing delayed after entering a plea to another DUI count.

The sentencings were part of the DUI court program that was initiated in December 2018. President Judge Roger N. Nanovic II presided over the session.

Norman Patrick Saylor

, 51, of Lehighton, was sentenced to serve 10 days in jail followed by five months and 20 days in the county’s Intermediate Punishment Program (house arrest) with the first 20 days on electronic monitoring. He was also ordered to pay a fine that was suspended for a year.

He was arrested on May 6, 2018, by Mahoning Township police along Mahoning Mountain Road. He refused a blood test.

He will begin the jail term at 4 p.m. on Jan. 25 and serve it on consecutive two-day weekends.

Megan Marie Welsh

, 25, of Lehighton, was sentenced to serve 30 days in jail followed by 57 months and 60 days in the IPP, with the first 60 days on electronic monitoring. She was also ordered to pay a fine of $1,000, license suspended for 18 months and make restitution of $13,030.08 for damages in an automobile crash.

She was arrested on Aug. 24, 2018, by Mahoning Township police along Mahoning Drive East after being involved in a crash with another vehicle in which injuries were sustained. She refused a blood test.

She will serve the jail term beginning at 9 a.m. on Feb. 1 and serve it on consecutive three-day weekends.

Kerry Scott Fulmer

, 47, of Minersville, was sentenced to serve five days to six months in jail, a fine of $1,000, a one-year license suspension and get a mental health evaluation. On a charge of possession of a small amount of marijuana, he was fined $500.

He was arrested on Oct. 18, 2017, by Lansford police along Bertsch Street. He refused a test.

He will begin serving the sentence at 10 a.m. on Feb. 8 for two days and Feb. 15 at 10 a.m. for three days.

Michael Aaron Knecht

, 27, of Easton, was scheduled to be sentenced on a DUI charge, but it was deferred after he entered a plea to a second DUI count. The second offense occurred on Aug. 15, 2018, at the intersection of routes 209 and 443 by Lehighton police. A test revealed the presence of a controlled substance. The other DUI occurred on Aug. 27, 2016, filed by state police at Fern Ridge following a stop along Interstate 80 in Kidder Township. A test revealed the presence of a controlled substance.

Sentencing was deferred so Knecht, who is facing jail time, can apply for placement in the IPP.

Each defendant sentenced must also pay court costs of about $1,000, a $50 per month supervision fee while on parole and follow any recommendation of their drug and alcohol evaluation.
