Tamaqua police have cited Phillip Michael Ryan, 28, of Hazle Street, Tamaqua, for making terroristic threats and harassment.

Ryan, who is on house arrest for drug-related charges, threatened to cut off his ankle bracelet and kill his parents on May 2.
