Retirees, veterans can get car registration discounts

Retired Pennsylvanians might qualify for reduced vehicle registration fees, and some veterans may be eligible for free vehicle registration and free titling fees.

Thanks to recent changes in state laws, retirees who earn $29,906 or less per year can qualify for a reduced registration fee of $11 annually.

The previous annual income threshold for a retired customer was $19,200.

Customers will be notified of the changes when they receive their registration renewal forms.

“There is an insert that is sent with the registration renewal notices,” explained Craig Yetter, PennDOT spokesman. “We plan to provide this communication for 2 years to make sure everyone is notified.”

To qualify, however, applicants must complete and submit Form MV-371, the “Application for a Retired Person’s Processing Fee of a Vehicle Registration.”

PennDOT notes that eligible applicants must be receiving Social Security or other pension payments, and that those who receive only unemployment compensation or public assistance do not qualify.

The new law also eliminates registration and title fees for military veterans who have lost a limb or eye or became partially paralyzed while in the Armed Forces; were captured during an armed conflict, or who have been awarded the Congressional Medal of Honor or Purple Heart.

Yetter said the reduced registration is only available for one passenger car or truck with a registered weight of 9,000 pounds or less.

Regular annual fees, he noted, are $45 for a passenger car and between $77 and $202 for a truck.

Retirees may apply for the reduced processing fee at the time of registration renewal by using PennDOT’s Driver and Vehicle Services website at www.dmv.pa.gov and selecting “Retired Registration Rate” from the Online Services drop-down menu and following the instructions. They can also attach the form to their renewal.
