Franklin hears plan for town houses

Plans for between 70 to 80 high-end town houses to be built on a campground have been revisited in Franklin Township.

Wayne Knirnschild asked township supervisors on Tuesday if they’d be on board with the cluster town houses at the property at 1500 Rock St., Pocono Point RV & Campground.

“The campground owners would like to do a subdivision of from the 42 acres, they’d like to subdivide the top of the hill property over there at the campground, up on the top where the pavilion is,” Knirnschild, project manager said. “That is one of the things we’d like to do.”

Knirnschild, said cluster buildings of town houses would be located at the top of the hill. “We’re just looking for some advice from the supervisors as far as what we would need to do. That is zoned in I think two or three zoning parcels up there on top of the hill. We’re waiting for the new zoning but not sure where that’s at.”

Board Chairman Fred Kemmerer Jr. said the township was getting closer.

Knirnschild said they want to subdivide the top off and make that into cluster town houses.

“From what I gather I think we’re going to need first of all subdivision, a variance because it is not zoned as one zone up there,” he said. “Unless it’s going to change which we were hoping to do.

“And along with that we’ll need a land development up there. Just looking for what your guys’ thoughts are before they spend all this money and then get ‘oh we’re not going to allow cluster town houses up there’ or whatever.”

Kemmerer said his only request would be that when the property were to be subdivided, to make sure it’s a permitted use.

“Whatever the permitted uses in whatever district, I’m good with,” said Kemmerer, who noted the township has things going on right now with zoning, including a proposal for a solar farm. “If it’s not a permitted use, we have a process it goes through to get variances.”

Knirnschild said he saw a special report on the need for housing in Carbon, Monroe, and Pike counties.

Knirnschild said they’re looking at putting between 70 to 80 town houses up there.

Fred Kemmerer Jr. said that the township can’t keep progress from stopping just because it’s working on its zoning.

The board didn’t take any action on the matter. The campground was sold for $3.8 million in June 2022 to a group of investors. Deepak Bhatnagar of Flemington, New Jersey, and Kuldeep Kumar of New York, purchased the 48-acre property, formerly RelaxNation.

The owners said at that time they were looking to remove the campgrounds portion and build 70-plus units on the top portion of the property. There would be trails and recreation included with the project.

Knirnschild stressed at that time it would probably be a five-year plan, as it would take time to get all the drawings and approvals, with two to three years before they break ground.

He said at that time they would be looking at making the road more of a private entrance to the upper portion of the hill where the town houses would be placed to serve as a buffer between there and the commercial area to make it more high-end.
