Offender from N.Y. charged with Megan’s Law violation
A Brodheadsville man has been charged with failing to register as a sex offender.
According to the affidavit of probable cause filed by Trooper Gabrielle Van Wie of the Pennsylvania State Police, Fern Ridge barracks, in the case against Orley Hinds:
On Aug. 10, Fern Ridge patrol troopers responded to the 300 block of Switzgabel Drive, Chestnuthill Township, for a domestic incident.
It was determined that Hinds, 46, is a registered sex offender in the state of New York.
Police said there were three prior domestic-related incidents involving Hinds at the Chestnuthill Township address this year, in 2022, and in 2021.
Hinds was interviewed regarding the assault incident by Cpl. Brian Noll and Cpl. Daniel Coates.
Hinds said he lives at the residence with his daughter, his two stepsons, and his daughter’s mother.
Hinds stated he was put on the sex offender registry “a couple years ago” in New York and that he is not on probation.
Hinds said he is to register for 30 years, and that once a year he has to get a photograph taken and said that last year he emailed a photo to the police agency.
He had not registered in Pennsylvania, or changed his address to reflect his residency in Pennsylvania.
Noll said that New York believes he resides in Jamaica, Queens, though Hinds said he has lived in Pennsylvania for eight to nine years.
Hinds said he also has a post office box in New York, but he receives the mail from the New York City Police Department regarding the registry at the physical address.
On Aug. 13, Van Wie contacted the New York City Special Victim’s Unit regarding the case and was informed he would be contacted by a detective with further information.
Police said Hinds must register in Pennsylvania if he lives, works or goes to school in the state.
Hinds is currently incarcerated in the Monroe County Prison in lieu of $5,000 monetary bail.
Charges were held for court in a preliminary hearing before District Judge Colleen Mancuso of Brodheadsville on Sept. 12.
Hinds is scheduled for formal arraignment Oct. 28 at the Monroe County Court of Common Pleas in Stroudsburg.
