D&L spillway work delays opening

Several obstacles have resulted in significant delays in the completion of a construction project along a portion of the D&L Trail.

The entire length of the D&L Trail from the Jim Thorpe Pedestrian Bridge to the trailhead pavilion in Weissport has been closed.

The Lehigh Canal Recreation Commission has issued a statement in reference to the ongoing struggles of the construction project and prolonged closure of the D&L Trail.

“As many of you are aware, the section of the D&L trail between Jim Thorpe and Weissport is currently closed to the public due to construction,” the Lehigh Canal Recreation Commission said in its statement. “Over the past few years, the condition of the (two) spillways and wooden bridges have deteriorated to the point they were becoming safety hazards.

“For public safety and liability, it was time to renovate and reconstruct new spillways. We are aware of the inconvenience this has caused many trail users and businesses, but understand these renovations are absolutely necessary in order for us to ensure safe passage for all who choose to enjoy our portion of the trail.”

However, the Lehigh Canal Recreation Commission acknowledged, “We have encountered several obstacles throughout the beginning stages of this project that have caused significant delays in completion. We are doing everything we can as a commission to work through them and come up with the best possible solutions to the problems we have encountered.

“There are a lot of moving parts to a project of this magnitude relative to planning, funding, and contractual obligations. We are hoping to resume construction as soon as it is possible.”

The Lehigh Canal Recreation Commission said the trail can’t be opened now because it is an active work site being excavated.

“Safety is our top priority and has been our biggest objective. Please be patient, this is only a temporary inconvenience ensuring long-term results. The LCRC is committed to providing the safest and well-maintained trail for all to enjoy.”

The D&L Trail has been closed from the Jim Thorpe Pedestrian Bridge to the trailhead pavilion in Weissport since March.

Last week, the Carbon County Commissioners said the county will offer assistance to get the trail open.

Doug Makofka, a volunteer acting as a management consultant, said the two overflows that will be replaced are the overflows that have bridges.

Makofka said at that time this is Phase One of a project that will stabilize the canal for larger flood events.

He said Phase Two will include canal-bank stabilization and adding another overflow between the canal and the Lehigh River, and added that Phase Two will likely occur in February of 2025.

Makofka said at that time the construction was expected to be completed by the spring.
