Palmerton man charged with sex assault of minor

A Palmerton man faces more than 30 charges including multiple counts of sexual assault of a child after police found him with a 16-year-old girl.

According to the affidavit of probable cause filed by Sgt. Keith Colombo of the Honesdale Borough Police Department in the case against Troy Kidd:

At 5:58 p.m. on Nov. 7, Columbo was on routine patrol when he pulled into the Honesdale Borough Pool parking lot and saw a silver GMC with Kidd, 34, and a 16-year-old girl.

Columbo detected a strong odor of marijuana emanating from the vehicle. Kidd said he had a medical marijuana card. He had a plastic zipped bag in the center console of the vehicle containing several buds of marijuana.

The vehicle was set up as a bed with blankets and a pillow. The girl told Columbo they had sex and it was not the first time.

The girl told police they were introduced by a mutual friend via Snap Chat when she was 15 years old. She said Kidd told her he was 18. The friend told her Kidd paid him $200 for a sexual act and he was willing to pay her $700, and the friend $500 for arranging the encounter.

The girl said that they had about five sexual encounters while she was 15 years old, and three times after she turned 16. She said she would get cash when they met and sometimes he would bring her gifts. The girl said Kidd told her his name was Sebastian and that he was 18.

Kidd’s car was towed and impounded. He faces charges on eight counts each of unlawful contact with minor, and corruption of minors; five counts each of statutory sexual assault, aggravated indecent assault, and involuntary deviate sexual intercourse with person less than 16 years of age; and one count of marijuana, small amount for personal use.

Kidd is currently incarcerated in the Wayne County Prison in lieu of $75,000 monetary bail, and scheduled to have a preliminary hearing on Nov. 29 before District Judge Kay Bates in Wayne County Central Court.
