Mahoning Twp. approves Starbucks agreement

It’s all systems go for the Starbucks to be built in Mahoning Township.

That’s after township supervisors on a 4-0 vote Wednesday agreed to sign a development agreement, stormwater management agreement, and accept the letter of credit.

Last month, the board tabled all of those matters after township solicitor Tom Nanovic said he was indifferent if it approved or tabled the items.

Construction on the new standalone Starbucks is underway. The former PNC Bank in the Carbon Plaza Mall along Route 443 was demolished in August.

Supervisors previously granted unanimous approval to the Starbucks pre-security construction agreement.

In March, supervisors on a 3-1 vote granted conditional final plan approval for Starbucks to operate a standalone store. Supervisor Deb McGowan was opposed.

The township’s planning commission previously recommended conditional approval with conditions.

Of the conditions, supervisors deadlocked 2-2 on the issue of 18-foot parking spaces, with McGowan and board Chairman Robert Slaw opposed.

Ultimately, conditional final plan approval was granted, conditioned on the 20-foot parking spaces.

Currently, Starbucks is inside Giant in the Carbon Plaza Shopping Center.

The Carbon Plaza Shopping Center owns the mall area. The former PNC Bank branch located on the site closed in 2021.
