A West Penn Township woman has been charged with attempting to drown her 1-month-old daughter.
Rachel Minerva Foose was arraigned Friday afternoon before District Judge James R. Ferrier in Schuylkill County.According to the affidavit, West Penn Police Chief Brian Johnson was leaving the station just after 9 a.m. Friday when Charlene Belzner, the baby's grandmother stopped him and said Foose tried to drown her baby.Johnson went to Foose's address, at 406 Golf Road, and saw Foose sitting outside on the porch.When he questioned her, she said, "I tried to drown my baby."He asker her again, and she told him, "I filled the tub up with water and tried to drown my baby."She told him the baby's father left with the baby."I just can't deal with it," she said.Johnson said she showed no emotion as she was talking to him.He arrested her and then took photos of the bathtub filled with water.While he was leaving the scene, the father, Mark Foose, called 911 to have the baby checked out. The baby was taken to St. Luke's Hospital-Coaldale campus.Mark Foose told police he ran to Rite Aid to pick up formula and when he returned he found his wife standing in the living room holding the baby.She handed him the baby and told him she just tried to drown her and he should call 911.He said the baby was soaked and the bathtub was full.Belzner said Rachel's mom called her to say that Rachel tried to kill the baby.Belzner said when she went to the house, she found Foose standing in the driveway and Foose told her she had held the baby's head under the water in the bathtub.Belzner said Foose told her that Children and Youth was going to take the baby from her so she tried to kill the her.She was arraigned Friday afternoon and sent to Schuylkill County Prison in lieu of $500,000 bail.
