Child found in cage; two others found unattended

A 22-month-old boy was found locked in a cage and two other young children were found unattended in a home in Schuylkill County. The man who was watching them has been arrested and jailed.

State police at Schuylkill Haven said the investigation into the incident began Wednesday about 2 p.m. when troopers were summoned to 316 Chestnut St., in North Manheim Township (Pottsville), to assist Schuylkill County Children and Youth Services on a welfare check. At the residence troopers knocked on the door but no one answered.Troopers then made entry to the residence and discovered the 22-month-old boy locked inside a homemade cage that was constructed from plywood and lattice and it had a door on it which was locked from the outside.A 1-year-old boy was found in a play pen and a one-day-old girl was found in a baby seat on the floor.The baby girl was transported to the Lehigh Valley Hospital, Pottsville Campus, for evaluation.All the children were taken into custody by state police and turned over to children and youth officials.While this was going on Cecil Eugene Kutz, 37, returned to his residence and was placed in custody. He was charged with three counts each of endangering the welfare of children and reckless endangering another person.He was arraigned before District Judge David Plachko, of Port Carbon, and committed to the county prison in Pottsville after failing to post $250,000 straight cash bail.
