4 shelters get $100,000-plus in Monroe
Four emergency shelter and rapid rehousing organizations in Monroe County will receive more than $100,000 in funding for expenses.
The Monroe County commissioners approved distributing $118,299 to Women’s Resources, RHD Street2Feet Outreach Center, Stroudsburg Wesleyan Church’s homeless shelter, and Family Promise at their meeting on Wednesday.
The money was made available through the U.S. Department of Housing and Urban Development’s Emergency Solutions Grants program - CARES Act.
The commissioners approved changes to the distribution period from July 26, 2021 to Aug. 31, 2023 through amendment #3 of the ESG Cares 2.5 Grant and amendment #4 of the ESG CV Grant. This increased funding by $214,000.
Approved distribution of the money currently includes:
• Emergency Shelter - Women’s Resources, $40,620 and Stroudsburg Wesleyan Church’s cold weather homeless shelter, $20,285, both for operations and essential services; RHD Street2Feet Outreach Center, $11,725 and Family Promise, $95,701, both for renovations, operations and essential services;
• Rapid Rehousing - Family Promise - $45,669, for services and financial and rental assistance.
In other business, the Monroe County Commissioners also approved the following items:
• Commissioners’ Office - budget adjustment of $589,809; additional approved vendors for Emergency Management, Drew Heintzelman; accepted a quote from TOPP Business Solutions in Scranton to add the premium FTR Cloud Bundle to the Courts court recorder software, $44,208 per year for a three-year term.
• Overtime - Sheriff’s Office: deputies, 36.25 hours; security, 18.25 hours; Treasurer’s Office: 60 hours, (an additional five hours per week for each employee for the period of July 9 to 30, 2023) for Lorrie DeHaven, Candy Burger, Sherri Frisbie and Stephanie Chieffo;
• Electronic financial transactions - vouchers payable: $3,166,668.65; gross payroll: $1,486,609.369; health care benefits payments: Highmark Blue Cross/Blue Shield, $166,345.44; Geisinger, $146,537.47; dental claims, $9,711.39; ConnectYourCare, $3,289.98;
• Capital outlay purchases - $2,198.82;
• Computer capital purchases - $981.58, and;
• Monroe County Children & Youth Services - professional services contract with Pennsylvanian Treatment & Healing for up to $320,000; amend existing service agreement with CHOR Youth & Family Services Inc. to include additional services; enter service agreement with New Way Youth Services for up to $150,000; enter service agreements with Families United Network Inc., $50,000; Diakon Child, Family & Community Services, $75,000; KidsPeace National Centers, $150,000; National Mentor Healthcare LLC, doing business as Pennsylvania Mentor, $200,000; and KidsPeace Children’s Hospital, $150,000.
