Monroe County Commissioners

The Monroe County Commissioners discussed the following items at their meeting on Wednesday.

They approved the following items on the agenda:

• The Budget Adjustment Report dated March 30 totaling $830,176;

• Added two change orders for the Courthouse Renovation/Expansion Project as requested by Lobar Construction in the amount of $76,468.12 and $32,988.64;

• Paid for interpreter services to the AOPC for $84,962 for 2022;

• A services agreement with Carey Group Inc. for $50,000, to provide a community needs assessment on gun violence and develop a strategic plan for a gun violence task force;

• Created an Office Cooperative Agreement under Title IV-D of the Social Security Act to reimburse the Sheriff’s Office for child support enforcement services;

• The 2021-2022 Homeless Assistance Program/Human Services Development Fund NBG Report with $136,733 to HAP, and $93,507 to HSDF;

• Vendors for the county list of approved vendors: Area Agency of Aging - Helen B. Curtis, Carolynn L. Schafft, Llisha Mayo, Joyce Comba, Sarah E. Thomas and Christine A. Amhurst; Fiscal Affairs - Sewer Specialty Services Co. Inc.; District Attorney - American Scientific Consultants Corp. and Claimfox Inc.; Monroe County Correctional Facility - Ward Trucking; and Office of Emergency Management - Matt’s Mobile Tools;

• The Capital Purchases report for March 30 totaling $7,083.66, and;

• The Computer Capital Purchases Report for March 30 totaling $48,611.89.

• Monroe County Municipal Waste Management Authority - submit an application to the state Department of Environmental Protection for reimbursement for a county recycling coordinator for 2022;

• Monroe County Redevelopment Authority - a one-time waiver of the Demolition Program guidelines to allow for a reimbursement to Chestnuthill Township for demolition of eight blighted properties, and;

• Monroe County Transportation Authority - a resolution for the local match portion of the State Operating Financial Assistance giving MCTA $218,661 as the required county match.

Under grants, commissioners approved the following:

• The CDBG-CV (Community Development Block Grant - Cares) Amendment No. 2 (#C000075473) extending the grant period to May 31. According to the state Department of Community and Economic Development, the Coronoavirus Aid, Relief and Economic Security Act of 2020 (CARES Act) provided an additional appropriation of Community Development Block Grants.

• The Pennsylvania State Police 2023-2024 Automobile Theft/Motor Vehicle Insurance Fraud Grant in the amount of $117,800;

• The Whole-Home Repairs Grant Program contract from Dec. 12, 2022 to Dec. 31, 2026 in the amount of $1,581,333, and;

• Monroe County Emergency Services - submission of an application to Pennsylvania Emergency Management Agency for the Emergency Management Performance Grant for $156,352.49.

The commissioners also accepted the following:

• A quote from Ruiz Lock and Key in Stroud Township of $4,465 to add an access control system at Ramsey School, and;

• A planned service proposal from Johnson Controls to provide preventive maintenance service on the Metasis Software System From Feb. 1 to Jan. 31, 2024 for $47,623.
