A Monroe County man is facing child sex charges following an investigation that began in Wisconsin.
State police at Stroudsburg have charged Jon Matthew Seth Catarroja, 19, of Wilbur Bloom Boulevard, East Stroudsburg, Middle Smithfield Township.
In December 2021, the Antigo, Wisconsin, police crimes against children unit contacted state police at Stroudsburg regarding an investigation into the unlawful contact of a 12-year-old girl in Antigo. During the investigation Catarroja was determined to be a suspect.
Since August 2021, it was believed that Catarroja had engaged in explicit sexual communication with the victim including instructing her to provide sexual explicit photos/videos. Additional conversation included Catarroja attempting to have the victim photograph sex acts with other children including a 3-year-old girl.
On Jan. 21 Stroudsburg police, state police Southeast Computer Crime Task Force and special agents of the Attorney General’s office, child predator section, executed a search warrant at Catarroja’s residence.
A significant amount of child pornography files, including the known 12-year-old victim, were located on the suspect’s digital devices.
Catarroja was taken into custody and charged with contact/communication with/minor-sexual abuse; corruption of a minor; criminal use of a communication facility; photograph/film/depict on computer sex act - knowingly or permitting child; and five counts of child pornography. All the counts, except the corruption charge, are felonies. He was arraigned before a district judge and remanded to the county prison in Snydersville on $50,000 cash bail. Records indicate that Catarroja has since been released on bond.
