East Stroudsburg man faces sexual assault charges in Schuylkill

An East Stroudsburg man is in Schuylkill County Prison charged with sexual assault and other offenses.

Frackville Police and the Schuylkill County District Office charged Russell Alvin Winters, 47, with involuntary deviate sexual intercourse, sexual assault, aggravated indecent assault, indecent assault, corruption of minors, indecent exposure and incest for incidents that took place between May 27, 2016, and July 1, 2020.

Magisterial District Judge Edward Tarantelli arraigned him last week. Unable to post $100,000 straight cash bail, he is in prison. A preliminary hearing is set for 11:15 a.m. Dec. 15.

Police received a report of possible sexual assault from Schuylkill County Children and Youth.

The victim, who said she was 13 at the time the offenses occurred, told police she received drugs and alcohol from Winters, according to an affidavit of probable cause. He then would withhold them until he received what he wanted sexually, she said. He is alleged to have touched her, gave her oral sex, and when she was 17 had sex with her.

Winters was questioned at the state police barracks in Schuylkill Haven. He admitted to having sex with her while she was 17 police said.

Winters said he gave her marijuana and alcohol, but he denied letting her use methamphetamine or cocaine, documents state.
