Recently I’ve noticed in the news media more cats are roaming around not registered.

Some cats are neglected and living in horrible conditions at home. There currently are rules and regulations where the owner will be cited. If found to be in violation of these ordinances, I believe increasing the fines can stop this situation. I give to various shelters and supporting shelters can help. “Meow.”
