Troxell Valley Road in West Penn Township was closed Friday afternoon due to a tractor trailer taking down utility lines. The incident occurred about 3:30 p.m. as the UPS rig was traveling south just before the intersection with Route 895. The truck crossed the roadway and hit a utility pole.
