Man charged with possession of drug paraphernalia, eluding police

A Palmerton man has been charged with possession of drug paraphernalia and attempting to elude police.

According to the affidavit of probable cause filed by patrolmen Brian Stern and Adam Shimer of the Palmerton Borough Police Department in the case against Shane Perschy, 45:

At 10 p.m. Feb. 25, Stern was dispatched to the 800 block of E. Princeton Avenue for an unwanted person.

The resident told Stern that Perschy was acting erratic and she told him to leave.

Stern was traveling south on East Lane when he noticed a gray SUV sitting in the gravel lot across from the St. John’s United Church.

The vehicle pulled in front of Stern’s patrol vehicle and traveled west on Columbia Avenue at an extremely slow speed and swerving.

Stern turned on his lights and siren and attempted to conduct a traffic stop just as he was turning onto the 700 block of E. Princeton Avenue. The vehicle, driven by Perschy, did not slow down until it hit a slight snow bank toward the end of the block.

Perschy was moving around and reaching all over the vehicle before he was asked to exit.Stern requested Perschy submit to testing, but he said he was going to refuse all tests. Police cuffed and searched him.

Shimer located a clear plastic bag with two smaller plastic bags in it containing a white crystal substance. A test revealed the white crystal-like substance had methamphetamine.

Perschy, who was moving around and yelling, refused to get in the patrol car so police forced him into it.

At the station, Police had to shackle him to a bench.

Perschy faces charges of fleeing or attempting to elude police officers; resisting arrest; driving under the influence of alcohol or a controlled substance; possession of drug paraphernalia; unlawful possession of a controlled substance; careless driving; operation of vehicle without official certificate of inspection; driving while suspended - DUI related; and duty of driver on approach of emergency vehicles.

He is currently incarcerated in the Carbon County Correctional Facility in lieu of $250,000, 10% monetary bail, and scheduled to have a preliminary hearing Wednesday before District Judge William Kissner of Palmerton.
