Bowmanstown council discusses road conditions, drainage

The Bowmanstown borough council continued to discuss its efforts in improving road conditions and drainage this week.

Bowmanstown residents have suffered from poor drainage for years, causing flooding of roads and yards.Engineer Jessica Rehrig has been working on preparing a concept plan for stormwater management for discussion with the conservation district.The plan is to construct another drainage area for the water to run off, and also to enlarge pre-existing drainage areas.The next piece of business was an update on the White Street guide rail project.Rehrig, who attended the pre-construction meeting on May 10, coordinated with DBI Services and the Palmerton borough for the attachment of the new guide rail to the existing one.Construction is expected to begin June 21 and finish June 23.Rehrig said she submitted the 2017 CDBG application to Carbon County for reconstruction of Lincoln Avenue for an estimated $443,541.58.For the first time in years, the roads of Bowmanstown were reviewed during a pavement condition assessment, giving grades and costs to replacing/repairing roads.Four quotes have been gained to work on patching areas of road to make them drivable until they are reconstructed.Complete reconstruction of all 33 streets will cost approximately $7 million.The condition of the inlet at the top of White Street was reviewed. Following that, Rehrig met with the Pennsylvania Department of Transportation on June 5.PennDOT will install a replacement grate and patch the pavement around the grate.PennDOT maintenance will also repair the sag in the shoulder on Fireline Road between East White Street and Ore Street.The borough is also working to patch areas of the borough wall which might be dangerous to children playing basketball.Bowmanstown received a grant to purchase two new spring riders for the community playgrounds.Spring riders are rides for children that are designed to look like animals on a large metal spring that rocks back and forth.One rider will be placed on each of the community's playgrounds.Bowmanstown will send a newsletter this month to the community.
