Bob Silver said he believes the contractor who recently demolished the former Elks club at 6 W. Ridge St. did not follow the signed contract, and the deal should have been voided.The Elks club was demolished over the last few months.Silver claims that the contractor, Northeast Industrial Services of Shamokin, was bound under the original contract to remove the building's foundation, but they did not.Silver produced a letter from the contractor to the borough and commissioners saying that their bid did not include the full removal of the 'large amount of concrete' in the foundation."If the commissioners received this letter, why was not that contract voided? The bid included removal of everything, nothing be put in the hole," Silver said.All but $18,000 of the $145,748 project was funded with CDBG money distributed through the county.Commissioners' chairman Wayne Nothstein said change orders are common with projects, but that questions on the specifics of the contract would be better answered by an attorney."The county has met with the contractor and the borough solicitor, so we'll have to look into it and try to get an answer for you," Nothstein said.
