Jhorlan Lopez Salas, 25, of Hazleton, was cited by McAdoo police for scattering rubbish after he was seen throwing a plastic bag onto South Hancock Street at 3 p.m. June 1 and then leaving the scene.

Police said they were called to investigate a suspicious vehicle report and were told by a witness they saw a man going into the back of a truck, getting out and throwing the bag onto the street. Police said human feces was found inside the bag.
