He turned to talk with Neff, but Neff had walked away. When Lansford police arrived, they told Talanca Neff was wanted for questioning in a previous incident. Talanca searched the area and found Neff walking in Coaldale, near Phillips and East streets. Talanca got out of his cruiser and stopped Neff, finding a metal pipe in Neff's right front pocket as he patted him down for weapons.Neff admitted using the pipe to smoke marijuana. He arrested Neff and took him back to the accident scene, where Lansford police talked with him. Talanca then took Neff to the Coaldale police station for processing. Neff was released with charges pending.
