Monroe County commissioners

The Monroe County commissioners approved the following items this month:

• Area Agency on Aging — Lease agreement with Barrett Township from March 1 to Feb. 28, 2026, monthly rent of $600 for a senior center.

• Authorize the chief clerk to advertise the availability of federal funds for emergency food and shelter national board program; and the 2025 Hazard Mitigation Plan Update public meeting.

• CareerLink — Appoint Gabrielle Cray to the Pocono Counties Workforce Development Board, term to expire June 30, 2027.

• County list of approved vendors: Emergency Management — Giant Lock Box LLC, Commissioners (ratify) — Cornerstone Community Initiative, Area Agency on Aging: Christopher Abbatiello, and Sheriff’s Office — Tedder Industries LLC.

• Fiscal and Grants — Fiscal Year 2025-2026 RASA & VOJO grant contract for $156,160 from Jan. 1 to Dec. 31, 2025, and submit Act 2: Emergency Rental Assistance Program Sub-recipient Project Request Form to the Department of Human Services to reallocate ERAP 2 remaining funds of $600,000 from administration to affordable rental housing; Emergency Solutions Grant FY 2025-2026 Contract for $290,000 from Jan. 8 to July 31, 2026; service agreement with Quantifi Media for $19,750 for marketing services for the FY 23-24 Violence Intervention and Prevention awarded grant; and the CSBG 2025 Sub-recipient contracts from Jan. 1 to Dec. 31 to include the second quarter allocations in Monroe County to CSS-Shepherd’s Maternity Home, $2,459; Family Promise of Monroe County, $18,432; Monroe County Meals on Wheels, $4,915; Pleasant Valley Ecumenical Network, $3,686; Pocono Area Transitional Housing, $8,233; Pocono Services for Families and Children, $13,517; Resources for Human Development, $7,313; Safe Monroe, $6,881; Salvation Army — Housing-Emergency Services, $23,566; Stroud Region OpenSpace and Recreation Commission, $1,720; and in Pike County to the Center for Developmental Disabilities, $8,601; Pike County Developmental Center, $7,944; and Pike County Human Services, $6,144.

• Information Services: Service agreement with Service Express LLC for $15,312 from April 1 to March 31, 2026, for AS400 and software support.

• Inspection agreement from SSI Fire and Explosion Protection for the 2025 annual maintenance on FIKE equipment in the CPU Room for $1,442.

• Monroe County Correctional Facility — Amendment No. 1 to the Operating Agreement with Aramark Correctional Services LLC to update the breakfast menu from March 1 to Jan. 1, 2026; and the 2024 FCC Order Compliance Amendment with Securus Technologies LLC from March 8 to March 8, 2026.

• Monroe County Municipal Waste Authority proposal for the cleanup of campsites on county-owned property next to Glen Park; cost not to exceed $18,200.

• Office of Emergency Management — Submit the 2025-2026 Hazardous Material Response Fund in the amount to be determined to pay for the HazConnect software license for 2026; accept quote from Strausser Nature’s Helpers for $11,095.97 (lowest of three quotes) for grounds maintenance from Jan. 1 to Dec. 30, 2026; proposal from Spectrum of Floors for $12,575 (lowest of three quotes) for flooring demolition and installation in Fire Tower at Safety Center; and receipt of the 2025 Northeast PA Counter — Terrorism Task Force Return on Investment Report for one year.

• Tax Claim Bureau — Agreement with the Sherman Theater to rent the building on June 9 for $700 to hold the 2025 Judicial Sale.

• Transportation Authority — Reappoint Robert Hay to the MCTA Board, new term to expire Feb. 7, 2030.

• Use Courthouse Square and Courthouse Plaza for the America250 PA Founders Day event on April 1, and by PATH for the Karen Nickels Memorial PATHwalk on May 4.

• Agreement with Engle-Hambright & Davies Inc. for $28,250 to provide insurance and risk management services from Jan. 1 to Dec. 31.

• District Attorney: Proposal with TuWay Critical Connection Partners to assist with the installation and integration of the 911iNet system at the Monroe County Control Center for use by the Monroe County Constable Task Force for $1,870.

• Fiscal/Grants: Court Interpreter Services Grant application for 2024 Language Access with reimbursable costs of $133,709.63, and submit the FY 2025-2027 Victim of Crimes Act application for $149,408 for Oct. 1 to Sept. 30, 2026 for personnel and employee benefits.

• Memorandum of Understanding with Monroe County Transportation Authority to provide Shared Ride transportation to and from appointments as requested by any person participating in the Law Enforcement Treatment Initiative Program at the current Shared Ride fare structure.

• Professional services agreement with Eckert Seamans LLC for FSLA wage and hour investigation.

• Public Defender: Acceptance of proposal with Cellebrite for $10,500 from March 19 to March 18, 2026, for renewal of software subscription upgrade.
