Monroe County commissioners
The Monroe County commissioners approved the following items during their meeting on Wednesday morning:
• Change order with Lobar Construction Inc. in the amount of $98,290.08 for costs associated with extra work to connect wall to existing courthouse, replacement doors, new doors, installing panics and closers on doors, and spray insulating walls.
• Recognized Roger Spotts for 41 years of service and Phil Barcafer on his retirement.
• Pocono Interfaith Council to use the Courthouse Square at 6 p.m. on May 1 for an interfaith prayer service.
• Resolution awarding the 2025 TRAN (Tax Revenue Anticipation Note) bid proposal to First National Bank in the principal amount of $6,274,923 at the lowest bid rate of 3.97% with fees in the amount of $500. Other solicited bids were from M&T Bank — 3.99%, PNC Bank — 4.066%, and First Keystone Community Bank — 4.15%
• Eastern Monroe Public Library: Acknowledge the resignation of Joni Oye-Benintende from the library board and appoint Wanda Lesoine to the library board with a term to expire on Dec. 31, 2027.
• Fiscal/Grants: approve the 2024 U.S. Department of Homeland Security State Homeland Security Grant program agreement in the amount of $806,419 for the period of Sept. 1, 2024, to Aug. 31, 2027; ratify the approval to authorize Kwanza Smith, grants manager, to sign the Fiscal Year 2024 State Criminal Alien Assistance Program contract from July 1, 2022, to Dec. 31 for $25,568 to support salaries for corrections officers; and approve the 2024/25 Medical Assistance Transportation Program second quarter report in the amount of $155,147.36.
• Planning Commission: Ratify submittal of the Certification of County Funds for 2025 to the Pennsylvania Department of Agriculture for the purchase of agricultural conservation easements in the amount of $87,700.
• Pleasant Valley Manor: Reappoint the following members to the board of trustees with a term to expire Dec. 31, 2025: Commissioners John D. Christy, David C. Parker and Sharon S. Laverdure, as membership mandated in bylaws; and community members Robert Shebelsky and Dr. Peter Casale.
