Mikisha Avevedo, 36, of Coaldale, was arrested by state police on Wednesday on charges of neglect/cruelty to animals.

Police said they were called at 11:04 a.m. to investigate a report of a brown dog having been left outside a residence on East Ridge Street without water or shelter.

Their investigation revealed the dog was given an unheated dog house with several blankets for warmth and was not allowed inside the residence. They said no water was readily available to the dog because of the subzero temperatures.

They said the woman forfeited the dog to troopers who transported it to the Hillside SPAC.
