Carbon County Commissioners

The Carbon County commissioners acted on or discussed the following items last week:

• Tara Mondock of Penn State Extension introduced Jennifer Mercereau, who is the new client relationship manager for Carbon County Penn State Extension.

• Approved a service agreement with Reynolds Business Systems of Emmaus for equipment in the archives department. The contract totals $10,241 and is in effect Jan. 1 through Dec. 31, 2025.

• Tabled a motion for a full-service maintenance agreement with Print O. Stat Inc. of York, for the HP DesignJet Z9+ in the GIS/Mapping department. The total cost is $736.03 and is in effect for one year with automatic renewals for a second year.

• Accepted a proposal from Randox Toxicology of Kearneysville, West Virginia for a MultiSTAT analyzer for post-mortem forensic drug testing at the coroner’s office, as well as a three-year post-warranty service contract, which is effective Jan. 1, 2026. The total cost is $82,452 and will be covered from opioid settlement funds that were approved for the project in November.

• Ratified a resolution honoring Larry A. Diehl of Lehighton for 50 years of service to the Franklin Township Fire Company.

• Authorized the financial adviser, FSL Public Finance, to solicit quotations from financial institutions for the 2025 tax and revenue anticipation note in the amount of $8 million.

• Commissioners’ Chairman Mike Sofranko reported that the fall shuttle service at Mauch Chunk Lake Park that was held in October was successful. A total of 747 vehicles utilized the parking and shuttle service into downtown Jim Thorpe during that period. This represented a ridership increase from 2023 of about 850%.

“We made some changes out at the lake,” he said, noting that they changed the way cars were parked, had portable toilets available and worked closely with park staff.

Because of the changes and contract with LANTA, the county had a revenue of $5,700 after paying LANTA. The proceeds now go back into the upkeep of the lake and park.

• Retirement: Julie Walker of Wilmington, North Carolina, administrator, Workforce Investment Opportunity Act, effective Dec. 10.

• Prison board appointments: Nathan S. Henderson of Northampton and Zachary S. Zamloot of Jim Thorpe, corrections officers, both effective Dec. 16.

• Change of status: Marla L. Luchkanish of Lehighton, from part-time clerical assistant, prothonotary, to public defender office manager, effective Dec. 23.

• District attorney change of status: Robert L. DeFuso of Jim Thorpe, from secretary I, district court Jim Thorpe, to legal administrative assistant, district attorney, effective Dec. 30.
