Monroe County Commissioners

The Monroe County commissioners ratified, recognized or approved the following items during their meeting on Dec. 2:

• Certificates — Logan Joel Decker was recognized for his Eagle Scout award.

• Children and Youth Services: Service agreements from July 1 to June 30 with Northampton County Youth Detention Center totaling $880,000; Pinebrook Family Answers totaling $30,000; Pentz Run Youth Services Inc. totaling $145,000; and the 2023-24 fourth quarter Title IV-E Juvenile Probation Claim report for federal reimbursement of administrative costs for $98.58.

• Change order with Wind Gap Electric Inc. totaling $21,550.66 for removal of existing data and low voltage in the rewiring of old street lighting and controls into new system.

• Advertise for the 2025 Meeting Schedule, LERTA Proposal for Stroudsburg Borough, paving of parking lot by Monroe County Parking Deck entrance/exit; and Special meeting to consider establishing the salaries for county row offices and tax collectors for the period 2026 to 2029.

• Add the following vendors to the county list of approved vendors for: Office of Emergency Management — DSI International; and Area Agency on Agenda — Linda Josey.

• Emergency repair quote for water heater at Monroe County Correctional Facility with Super Heat Inc. for $5,088.46 to replace water meter and cable.

• Conservation District: Reappoint Commissioner Sharon Laverdure as the county commissioner appointee for a one-year term from Jan. 1, 2025, to Dec. 31, 2025.

• Monroe County Correctional Facility — Addendum with Oasis Management System for the period from Jan. 1, 2025, to Dec. 31, 2025 to keep or decrease prices with commission rate of 35%; and professional services with Justice Benefits Inc. for assistance in obtaining and receiving new revenue from federal state and other revenue sources from Nov. 21 to Nov. 21, 2026.

• Fiscal and grants: Application to the State food Purchase Program for the purchase of equipment in the amount of $2,229 for a two-door freezer for the Salvation Army; authorize Kwanza Smith, grants manager, to electronically sign the Fiscal Year 2025-2027 STOP Violence Against Woman Grant contract for $125,000 from Jan. 1 to Dec. 31, 2025; submittal of revised Fiscal Year Continuum of Care Program Grant agreement with new contract from Jan. 1 to Dec. 31, 2025. The contract remains the same at $277,017. Create a grant agreement with Pennsylvania Emergency Management for $4,080,902.02 for interconnection projects, funded by Statewide Interconnectivity Funds.

• Information Services: statement of work with Commercial Pro-Services for Track-It Training Services for $480.

• Municipal Waste Authority: Acknowledge receipt of the approval of the final 2025 Non-Substantial Plan Revision Department of Environmental Protection.
