Monroe commissioners award bids

The Monroe County commissioners reviewed bids for several projects during their meeting on Nov. 6. The bids were received in October.

Prison food service

For the contract for Food services for inmates at the Monroe County Correctional Facility, the county received bids from Aramark Correctional Services, Summit Correctional Services and Trinity Services Group Inc.

The commissioners approved awarding the contract to Aramark Correctional Services.

For 800 to 1,000 meals, Aramark said it could provide meals for $2.078 per meal for a total of $754,314 per year. If the total number of meals is between 1,000 and 1,200, then Aramark said the cost would be $1.947 per meal or a total of $852,786 for the year.

Summit Correctional Services quoted prices of $2.299 per meal with a total of $813,585 per year for 800 to 1,000 meals. And Trinity Services Group Inc. quoted $2.521 per meal or a total of $920,165 per year for that number of meals. For 1,000 to 1,200 meals, Summit Correctional Services said it could provide them at $2.062 per meal or $903,156 per year; and Trinity Services Group Inc. was at $2.33 per meal or $1,020,540 per year.

Propane service

Two bids were approved that were opened on Oct. 29. These include the contract for propane for 2025.

Ratify the Oct. 29 opening of the following bids for goods and services for 2025 Heller’s Gas at a rate of 69 cents ($0.69375) plus a 70 cents markup for a total of $1.39375 per gallon at a fixed price only.

Snow removal

E.F. Possinger & Sons Inc. was awarded the contract for snow removal. They were the only bidder. The contract includes snow plowing, $158 per hour; cinders, $193 per ton; sodium chloride (rock salt), $379 per ton; calcium chloride, $1,757 per ton; snow removal, $151 per hour; and clear and salt walkways, $242 per hour.

Emergency repairs

Also approved was for emergency repair for water heater at Monroe County Correctional Facility.

Super Heat Inc. received the award for to mark the area for utilities for $1,344.82; and water heater installation preparation for $46,491.50. Heller’s Gas will provide three locked tanks (1,000 gallons each) with crushed stone and block for $3,216.00; and will run 51 feet of gas line from tanks to location where stub will be for $1,645.75.

Deferred action

The commissioners decided to defer action until the Nov. 20 meeting on the following bids: Correctional officer and deputy sheriff uniforms, fuel oil, inmate uniforms and supplies, janitorial supplies, office supplies and toner bid, refuse hauling, and sewage sludge hauling.

The information on those bids are as follows:

• Correctional officer and deputy sheriff uniforms: Moritz Embroidery Works Inc., $17,002, select items; or Starr Uniform Center Inc., $198,065.50, total bid.

• Fuel Oil: Liberty Discount Fuel — 55 cents per gallon markup at all locations except Ramsey (fluctuating price only), and 20 cents per gallon markup at Ramsey (fluctuating price only); or Stiff Oil Co. — 59 cents per gallon markup at all locations (fluctuating price), and $3.99 per gallon (fixed price).

• Inmate uniforms and supplies: Bob Barker, $108,023.44.

• Janitorial supplies: WB Mason, $180,843.43; Pyramid School Products, $63,609.08; Pennsylvania Paper and Supply, $84,992.12; Central Poly Bag Corp., $110,635; Unipack Corp., no bid.

• Office supplies and toner bid: Innovative Printing Systems, $113,147.25 (toner only); WB Mason, $233,108.54 (total bid).

• Refuse Hauling: Casella Mid-Atlantic LLC, $27,040 for first year, $32,448 for second year, $39, 884 for third year; J.P. Mascaro and Sons, $53,924 for first year, $57,512 for second year, $61,620 for third year; or Waste Management of Pennsylvania Inc., $31,270.72 for first year, $32,834.36 for second year, $34,474.96 for third year.

• Sewage Sludge Hauling: Environmental Services Corp. of PA, 10 cents ($0.1055) per gallon for first year, 10 cents ($0.1085) per gallon for second year, emergency rate of $135 per hour; Russell Reid Waste Hauling and Disposal Service Co., 15 cents ($0.155) per gallon for first year, 15 cents ($0.159) per gallon for second year, emergency rate of $450 not specified; Biros Septic and Drain Cleaning Inc., 14 cents ($0.144) per gallon for first year, 14 cents ($0.144) per gallon for second year, emergency rate of $350 per hour; Waste Management of PA Inc., 11 cents ($0.1148) per gallon for first year, 12 cents ($0.1224) per gallon for second year, emergency rate of $250 per hour/ptp.

Courthouse project

Related to projects at the courthouse, the commissioners approved the following:

• Primrose Landscaping: $2,500 to remove existing plant materials, edge landscape bed, install plants and mulch per plan at the Monroe Street courthouse steps, also grade existing disturbed lawn areas around new plantings, add topsoil and install new sod.

• Change order number 1 with South Shore Construction LLC. For an additional $96,700 for costs associated with additional square footage floor and wall repair, as well as additional linear footage for crack and joint sealing and pipes and hangers for floor drains.

Election

At the end of the meeting, John Christy, chairman of the commissioners, thanked the Elections Office for their work.

“I’d just like to thank our Election’s Office for doing a great job yesterday, and about four months before. They do an amazing job,” he said.

Commissioner Sharon Laverdure added that she thinks all the departments who contributed to the work on Election Day also helped to make it run smoothly.
