Monroe County commissioners

The Monroe County commissioners approved the following items during their meeting on Wednesday:

• Sheriff’s Office Overtime Report for Oct. 6 — Deputies, 68 hours; security, 98.75 hours; and clerks, 4 hours.

• Gross payroll — $1,364,304.90 for period ending Oct. 6.

• Children and Youth Services — Service agreements, July 1 to June 30, 2025: Drug and Alcohol Rehabilitation Services Inc., contract limit of $30,000 for drug and alcohol rehabilitation for males only; Concern Professional Services for Children, Youth and Families, contract limit of $200,000 for specialized foster care contingent upon corrected insurance certificate; Loftus Vergari and Associates, contract limit of $85,000 for foster care; Families United Network Inc., contract limit of $50.000 for family based foster care; Children’s Home of York, contract limit of $130,000 for adoption and foster care services; and Bethany Home Inc., doing business as Bethany Children’s Home, contract limit of $125,000 for independent living and supervised independent living.

• Advertise requests for proposals to hire a consultant to create the first countywide reentry strategic plan.

• Change orders for Courthouse Construction Project — Otis Elevator Co., total subtraction of $10,040 for deduction of Overspeed Governors; Wind Gap Electric Inc., an additional $7,101.77 for added circuit/control for wiring/monitoring for heat cable in the South Annex Stair Tower; Lobar Construction Inc., an additional $7,830.93 for cost associated with furnishing and installing kinetics vibration/acoustic pads at the mezzanine AHU; LTS Plumbing and Heating Inc., an additional $7,362.87 for sprinkler line removal, sprinkler line insulation and sprinkler line reinstallation.

• Use of Courthouse Square by GO Collaborative from 1 to 6 p.m. on Oct. 26 for the annual Spooky Stroudsburg event with trick-or-treating the businesses from 3 to 5 p.m.

• Emergency repair to chiller with Super Heat Inc. at the Monroe County Correctional Facility for $13,858.94.

• District Attorney’s Office — Professional Services Agreement with Attorney Deborah Huffman as a special part-time assistant district attorney for the prosecution of violations of protection of abuse orders from Oct. 1 to Sept. 30, 2025, at a rate of $220 per hour.

• Grants — Authorize Kwanza Smith, grants manager, to submit the 2024 Help America Vote Act Election Security Grant Contract totaling $5,76.18 to support county election administration, and to electronically sign the Monroe County Jail-Based Vivitrol Program Contract for $119,757 to expand the jail-based substance abuse treatment program; service agreement for a three-year period to end March 21, 2027, in the amount of $70,000 annually to provide consultant services for the Community Partnership for Gun Safety Initiative for the FY 2023-24 Violence Intervention and Prevention awarded grant to the following: John J. Jakobsen and Dr. John A. Toleno; and the submission of the 2024 Homeless Assistance Program First Amendment and inform the sub-recipients of the additional HAP Funding: Family Promise, PATH, Salvation Army, RHD, each to receive an additional $2,442; and Safe Monroe, $2,443; the 2024 CSBG First Amendment and inform the sub-recipients of additional CSBG funding: CSS — Shepherd’s Maternity Home and Pocono Area Transitional Housing, both $1,500 each; and Pike County Developmental Center, $1,098.

• Monroe County Transportation Authority — Reappoint John Hoback to a new term to expire Dec. 15, 2029.
