Monroe County commissioners approved the following items last week:• Children and Youth Services: Service agreements from July 1 to June 30, 2025, with the Impact Project Inc., $75,000, specialized and clinical foster care; Outside in School of Experiential Education Inc., $215,000, drug and alcohol treatment residential group home; Adelpoi Village Inc., $750,000, residential services.

• Proposal with Nauman Inc. to replace a Climate Master water source heat pump on the second floor of the Administration Building for $7,836.

• Engagement letter with Babst, Calland Attorneys at Law to jointly represent Monroe County with respect to litigation filed in the District Court for the Middle District of Pennsylvania titled Republican National Committee et al. v. Al Schmidt et al.; and for litigation titled New PPA Project Educational Fund, et al v. A1 Al Schmidt et al., both at current billing rates range from $160 to $705 per hour.

• The use of Courthouse Square by GO Collaborative from 5:30 to 7:30 p.m. on Nov. 29 for the Annual Downtown Stroudsburg Tree Lighting Ceremony.

• Proposal with Leon Clapper Plumbing, Heating and Water Conditioning Inc. to install two Natural Gas A.O. Smith tankless water heaters for administrative center in the amount $9,850.50.

• Amendment with KRB Consulting Services LLC to continue consulting on county waste/sewer projects at the ongoing rate of $150 per hour for 2025.

• Emergency replacement and repair of the water heating unit at the Monroe County Correctional Facility.

• Grants: Amend the Continuum of Care Grant Sub-recipient Agreements with Family Promise of the Poconos and Pocono Mountains United Way to reflect the new termination date of Dec. 31; authorization of Commissioner John Christy, authorized representative, to sign the amendment to the FY 2022 Continuum of Care Program Grant Agreement to request an extension to the term of the project from Sept. 30 to Dec. 31, and to sign the FY 2023 Continuum of Care Program Agreement for $277,017 from Jan. 1, 2025 to Dec. 31, 2025; and authorization of Kwanza Smith, grants manager, to electronically sign the FY 2025-2026 Right of Services Act and Victims of Juvenile Offenders Application for $156,160 for the period Jan. 1, 2025 to Dec. 31, 2025, and to submit a project modification request for the FY 2023-2024 RASA and VOJO Grant to move $499 from the Supplies and Operating expenses line-item budget to the Travel and Training line-item budget.

• Monroe County Transportation Authority: Appoint Bob Hay to the MCTA board to replace Rick Mutchler to fill the unexpired term to Feb. 7, 2025, and Robert Bryant to replace Maria Candelaria to fill the unexpired term to Dec. 31, 2026.

• Office of Emergency Management: Authorization for Maryellen Keegan, director, to advertise notice of the 2025 Monroe County Hazard Mitigation Plan Update; accept a quote from Richard Pierce Builder Inc. to repair fire training ground observation building roof, cost of $5,448.50, and to replace fire training building slope roof for $8,326.80.

• Public Defender: Agreement with Thomson Reuters for Westlaw Clear Proflex for $750.71 per month (first year), $788.23 per month (second year) and $827.64 per month (third year) from July 1 to June 30, 2027.

• Redevelopment Authority of Monroe County: Reappoint Patrick Ross to the Redevelopment Authority board with a new term to expire Oct. 21, 2029.

• Capital Outlay Purchases: Report dated Sept. 26 totaling $2,263.90 for the Sheriff’s Office for the armor express ballistic panels and shock trauma plates for the vests;

• Computer Capital Purchases: Report dated Sept. 26 totaling $16,124.44 for two essential network switches.
