Monroe County Commissioners

The Monroe County Commissioners approved the following items this month:

• Proposal from E.F. Possinger & Sons Inc. in the amount of $13,395 for the demolition and removal of outbuilding at the Monroe County Correctional Facility, which was the lowest of three quotes.

• Payment of $2,425.50 to Stroudsburg Borough for permit for Parking Repairs Project for the parking deck repairs.

• Janitorial service contract for the magisterial district judge offices to Jan Pro of NEPA, $44,590.

• Area Agency on Aging: Approve contract addendum to the following contracts for the period July 1 to June 30, 2025: Connectamerica.com LLC for Personal Emergency Response — $20 for standard landline, $25 for cellular monthly, $30 for mobile/GPS, and $5 for fall detection; Amazing Souls Homecare LLC for personal care and home support services, $19.85 per hour.

• Assessment: GIS Custom Development service agreement with GeograghIT/EBA Engineering from Sept. 1 to Aug. 31, 2025, for $60,500.

• Children & Youth Services: Submittal of the Fourth Quarter 2023-24 Fiscal Report; service agreements from July 1 to June 30, 2025, with Bancroft, contract limit totaling $500,000 (residential program); Clear Vision Residential Treatment Services Inc., limit totaling $125,000 (residential program); Alternative Living Solutions, limit totaling $150,000 (independent living); Child Welfare Education for Leadership agreement with University of Pittsburgh and LRC graduate level social work program as outlined in the Title VI-B Part 1 of the commonwealth’s Child and Family Services Plan.

• Agreement with the Monroe County Transportation Authority for shuttle service during the Parking Deck Repair Project in an amount of $550 per day of services provided (estimate totaling $30,800).

• Approve the use of Courthouse Square by Safe Monroe on Oct. 17 for its annual Candlelight Vigil.

• Authorize chief clerk to advertise for the following items: correctional officers and deputy sheriff uniforms; fuel oil for various county facilities; inmate uniforms and supplies; janitorial supplies, office supplies and toner; propane for various county facilities; refuse hauling (three-year contract); sewage sludge hauling services for the sewage treatment plant (two-year contract); snow removal; 2025 budget hearings.

• Partnership agreement with Monroe County Career & Technical Institute to enhance student education within Monroe County through joint initiatives, resource sharing and educational programs.

• Grants: The Emergency Food Assistance Program Management updated agreement for the 2023-24 fiscal year providing bonus commodities to TEFAP when available; acknowledge notification of the extension of the Hazardous Materials Emergency Preparedness Grant Agreement to March 30, 2025; resolution authorizing submittal of an application to the Commonwealth Financing Agency for replacement of items in the burn building at the Monroe County Burn Building for $70,000; authorization of Jennifer Barclay, fiscal director, to electronically sign the FY 2024 Election Integrity Grant Program Contract for $588,504.63; the 2024-25 fiscal year budgets Fund 850: Continuum of Care — Rapid Rehousing, $220,587; TEFAP, $92,190; ESG 23-25, part 2, $196,930; VOCA, $194,355; Emergency Food and Shelter Program, $2,371; Total $706,433.
