Monroe County commissioners
The Monroe County Commissioners approved the following items this week.
• Proclamations and certificates — Eagle Scout Jordan Oney, Eagle Scout Matthew Arce, Eagle Scout Peter Daniel Almeida, and recognition of the Labor of Love Basketball League’s 20th year.
• Sheriff’s Office overtime report — For July 14: deputies, 32.25 hours; security, 102.75 hours; and clerks, 3.5 hours; and for July 28: deputies, 55.5 hours; security, 117 hours; clerks, 21 hours.
• Healthcare benefits payments — Highmark Blue Cross/Blue Shield, total of $283,867.55; Geisinger, total of $185,997.32; dental claims, $20, 772.61.
Contracts
• Area Agency on Aging — Contract addendum with Tree of Hope Home Care LLC from July 1 to June 30, 2025, for personal care and home support services at $20 per hour.
• Assessment Office — Agreement with Just Appraised for software for document processing for a pilot term from Aug. 7 to Dec. 31 for $7,500 and the initial term from Jan. 1, 2025 to Dec. 31, 2025, for $38,960.
• Civil Solutions proposal to develop and install a new series of tools to use in ArcGIS Pro in order to migrate from ArcMap, $30,000.
• Children and Youth Services — Professional services agreement with Computer Aid Inc. for fiscal consultancy services not to exceed $44,950; ratify third quarter submittal of the 2023 Fiscal Report with total spending of $12, 952,244; service agreement from July 1 to June 30, 2025: Cornell Abraxas Group LLC, contract limit at $875,000 for residential services; Pressley Ridge, contract limit at $100,000 for foster care; Pennsylvania Treatment and Healing, contract limit at $480,000 for day treatment services and diagnostic assessments; Access Services, contract limit at $110,000 for specialized foster care; Valley Youth House, contract limit at $190,000 for shelter care and independent living services.
• Professional services agreement with RKR Hess for 2025-2027 Bridge Deck Cleaning & Vegetation Control Specifications, Bidding, Construction Administration and Construction Services, $17,000 (Year 1); $11,000 (Year 2); and $12,000 (Year 3).
• Survey and additional scope of work for the county parking lot repaving project with Reilly Associates, $7,500.
• Agreement with E.F. Possinger and Sons Inc. to remove incinerator equipment at Pleasant Valley Manor, dispose of and level and seed grass area for $1,950.
• Agreement with Madscripts LLC for pharmacy consulting services to employees covered under the county health insurance plan from Sept. 1 to Aug. 31, 2025, at no cost to the county.
• Court Administration — Agreement with Thomson Reuters for Westlaw ProFlex, monthly, $12,017.25 (year 1), $12,618.11 (year 2) and $13,249.02 (year 3) for court administration, district attorney and public defender departments from July 1 to June 30, 2027; and agreement with Thomson Reuters for the patron self-help portal in the Law Library, $1,261.25 per month from Aug. 1 to July 31, 2025.
• Information Technology and Services — Agreement from BMC Software Inc. to provide software for inventory control from July 31 to July 28, 2025, for $7,100.78 (license fee $5,922.72 and support fee $1,178.06).
• Public Defender — Lease for a Sharp copier with a 48-month term for $100 per month.

• Advertise public hearings for the 2024-2025 Emergency Shelter Grant Program, 2024-2025 Homeless Assistance Program and Human Services Development Fund, and advertise for janitorial cleaning at magisterial district judge offices, C&Y 2024/2025 Implementation Plan and 2025/2026 Needs Based Plan and Budget, and solicit nominations for Monroe County Conservation District director position (public director);

Appointments
• Carbon- Monroe-Pike Drug and Alcohol Commission Inc. — Reappoint Samantha Williams to the Carbon-Monroe-Pike Commission Board, term to expire Feb. 28, 2027; and resignation of Albert Murray from Carbon-Monroe-Pike Commission Board;
• Monroe County Affordable Housing Board — Appoint Christopher Breen to the board to fill an unexpired term to end on Dec. 31, 2025; resignation of Sharon Ortiz from the board; funding request of $40,000 to the Monroe County Area Agency on Aging for the Monroe County SHARE Program (Share Housing and Resource Exchange); and budget revision to increase Supportive Housing Assistance by $5,000 and decreasing Unallocated line item by $5,000.
