Monroe County commissioners

The Monroe County commissioners approved the following items at their meeting on Wednesday:

• Change orders for the courthouse project: Wind Gap Electric, totaling $5,139.48 for revised mechanical and electrical; Lobar Construction for bulkhead wall framing and ceiling grid, additional tile on second floor in six bathrooms, and added rubber base in corridor, totaling $7,384.34;

• Amending the Monroe County’s FY 2023 Community Development Block Grant contract from July 3 disbursement as $401,473 instead of $403,473;

• Amending agreement with ARRO Engineering increasing contract amount to $114,000 for the design and bidding of water system at the Monroe County Correctional Facility and Pleasant Valley Manor;

• Proclamations and certificates: Jack L. Dunlap, Eagle Scout;

• Sheriff Office overtime report from June 30: deputies, 33.25 hours; security, 82 hours; clerks, 20.50 hours;

• Vouchers Payable: $2,726,249.88 dated July 5, and $648,058.67 dated July 12;

• Gross payroll: $1,392,569.82 for June 30;

• Healthcare benefits payments: Highmark Blue Cross/Blue Shield: $10.30 on July 1, and $277,883.21 on July 10; Geisinger: $103,773.79 on July 1, $79,405.88 on July 8, and $68,320.10 on July 15; dental claims: $6,196.95 on July 9, and $5,392.26 on July 15;

• Monroe County Children and Youth: enter into a purchase of service agreement from July 1 to June 30, 2025 with Faith, Hope and Charity Foster Care Agency LLC, contract limit totaling $90,000 for treatment and supervised visitation; Community Services Foundation Inc. contract limit totaling $160,000 for foster care and supportive day treatment; Lighthouse Family Youth Agency contract limit totaling $200,000 for a group home; and a collective consulting contract limit totaling $350,000 for residential placement;

• Ratifying agreement with Altronics to install additional alarms in Administrative Center totaling $1,525.35 for the installation and $480 per year for alarm monitoring service;

• Authorizing the Pennsylvania Subdivision Intrastate Allocation Participation Form for the “Wave 2 Settlements,” which proposes to amend the Pennsylvania Opioid Misuse and Addiction Abatement Trust Order in Commonwealth Court by the Pennsylvania Attorney General related to the Opioid crisis involving Teva, Allergan, Walmart Inc., CVS Pharmacy Inc., and Walgreens Co. to allocate these funds among the Commonwealth and its subdivisions;

• Professional services agreement with RKR Hess division of UTRS Inc. for $3,500 for engineering work regarding outlet investigation and recommended repairs at Leavitt Branch Dam; diver cost was a separate fee;

• Approving COBRA rates for the period Sept. 1 to Aug. 31, 2025;

• Service agreements for medical, dental and vision: Geisinger point of service for the period Sept. 1 to Aug. 31, 2025; Highmark preferred provider organization $1.63 per member, health maintenance organization $1.63 per month for the period Sept. 1 to Aug. 31, 2025, health reimbursement arrangement $5.15 per month; United Concordia dental from Jan. 1, 2025 to Dec. 31, 2025, $1.85 per month; VBA vision from Sept. 1, 2023 to Aug. 31, 2026, 63 cents per month; Swift MD from Sept. 1 to Aug. 31, 2025, $5.50 per month;

• Adding vendors to the county list of approved vendors: District Attorney — Forensic Radiology Group, Emergency Management — Elizabeth Harrison, Aging — Trinette K. Lockley;

• Grants: Authorize the grants manager, Kwanza Smith, to electronically submit the Fiscal Year 2024 SCAAP grant application for the period July 1, 2022 to June 30, 2023, totaling $59,000; ratify authorization for Smith to submit the Fiscal Year 2023 Election Integrity Grant program 90-day Post Election Report with the Pennsylvania Department of Community and Economic Development, and to electronically submit the Fiscal year 2024 Monroe County Jail-Based Vivitrol Program Grant application for the period Oct. 1 to Sept. 30, 2026, totaling $119,757; and ratify authorization of fiscal director, Jennifer Barclay, to electronically submit the Municipal Assistance Program - Shared Services and Planning contract for the period July 1, 2023 to June 30, 2026 totaling $75,000; execute the Local Law Enforcement Grant totaling $250,000 from Pennsylvania Gaming Control;

• Redevelopment Authority: Approve cooperation agreement by and between the County of Monroe and the Redevelopment Authority authorizing the Federal Fiscal Year 2021 and 2022 Community Development Block Grant funds are authorized to be used as levered funds for the 2024 Housing Preservation Grant program, and;

• Computer capital purchases: Approve the computer capital purchases report dated July 12, totaling $32,186.
