Monroe County Commissioners
The Monroe County commissioners approved the following items during their meeting on Wednesday:
• Proclamations and certificates: David Juchnicki, Eagle Scout;
• Sheriff’s Office overtime report for June 16: Deputies, 85.5 hours; security, 101.5 hours; clerks, 3.5 hours;
• Vouchers payable: $3,065,337.80 for week ending June 21; and $1,458,411.33 for week ending June 28;
• Healthcare benefits payments - Highmark Blue Cross/Blue Shield, $67,107.88; Geisinger, $101,779.80; dental claims, $13,267.63;
• Area Agency on Aging: contract addenda agreements from July 1 to June 30, 2025: CareSphere LLC. RX Home Health Services Inc. for personal care and home support services at $22 per hour; Beck “n” Call for personal care and home support services at $24.96 per hour; PurFoods LLC. Doing business as Mom’s Meals for home delivered at rates of $6.33 or $7.27 per hour for renal or pureed meal with instant milk; Monroe County Meals on Wheels for home delivered meals: cold meal with milk or juice at $6.85, hot meal with milk or juice at $7.17, and frozen meal with milk or juice at $7 per meal; Lifeline Systems Co. for Personal Response System at $28 per month for landline and cellular PERS; Kelly L. Lombardo, Esquire at $150 per hour for legal consulting services; Traditional Home Care LLC for personal care and home support services at $19 per hour; and Simplura Health Group d/b/a Caregivers America for personal care and home support services at $19.85 per hour;
• Children and Youth Services: Service agreement from July 1 to June 30, 2025, with Chester County for contract limit totaling $500,000 for secure detention and shelter; KidsPeace Children’s Hospital Inc. for contract limit totaling $150,000 for treatment and education services; and KidsPeace National Centers Inc. contract totaling $160,000 for residential services and treatment; and service agreement from July 1 to June 30, 2028 with Bucks County for a contract limit totaling $450,000 for secure detention and shelter;
• Ratify the budget adjustment report for June 20 totaling $479,054;
• Budget adjustment report for June 28 totaling $453,371;
• Agreement with Strauser Nature’s Helpers Lawncare for $980 for mowing at Goose Pond dam and $700 for mowing at Leavitt Branch dam per recommendation of county engineer;
• Submittal of Non-Conforming Use application to Stroudsburg for property at 528 Thomas St. for $100;
• Proposal from Marion Hill Associates Inc., as recommended by RKR Hess, a division of UTRS, for the Leavitt Branch Dam diver for an outlet drawdown system inspection and removal of small debris for $8,750;
• Agreement with Arro Engineering for $82,500.00 for design and bidding of the water system at Monroe County Correctional Facility/Pleasant Valley Manor;
• Agreement with Brightly Software for scheduling software creation and support for $35,569.36 with contract payments as follows: Aug. 1 to Dec. 31 - $0; Jan. 1, 2025 to Dec. 31, 2025 - $14,824.35; Jan. 1, 2026 to Dec. 31, 2026 - $15,713.81; Jan. 1, 2027 to Dec. 31, 2027 - $16,656.64;
• Authorize chief clerk to advertise for the following bids: Inmate food services and inmate phone and technology;
• Following vendors added to the county list of approved vendors: Commissioners - Marion Hill Associates Inc. and Rooted Environmental LLC;
• Monroe County Correctional Facility: contract addendum with PrimeCare Medical Inc. to adjust invoices to reflect a monthly cost of $245,375.62 for Comprehensive Health Care Services, and $4,518.00 for DUI Center Costs. The contracted total monthly dollar rate and total contract cost and all other terms of the agreement not inconsistent with this addendum shall remain in full force and effect;
• Grants: Authorization of Jennifer Strauch, grant manager, to electronically submit the Fiscal Year 2024 County Reentry Strategic Plan grant for the period of Oct. 1, 2024 to Sept. 30, 2025 for $14,893; submittal of response to the Pennsylvania Department of Community and Economic Development for 2021 CDBG Program acknowledging receipt of acceptance of correction by Pa. DCED, and regarding 2023 CSBG Program and 2020-2023 ESG and acknowledge receipt of acceptance of correction by Pa. DCED;
• Monroe County Transportation Authority: Medical Assistance Subrecipient Monitoring contract with MCTA to provide medical assistance transportation services for $22.66 per trip from July 1 to June 30, 2025;
• Probation Department: Amendment #1 with University of Cincinnati Research Institute extending training through Sept. 30, due to scheduling issues; and application for use of facilities with Pocono Mountain School District for training in 2024-2025 school year;
• Redevelopment Authority: Subrecipient Agreement between the Monroe County and Redevelopment Authority for Fiscal Year 2023 CDBG Program totaling $675,168 (Monroe County $403,473; Stroudsburg, $116,010; and East Stroudsburg, $157,685); and approve Act 152 Demolition Grant application for Smithfield Township for $40,000 for property at 274 Marshalls Creek Road;
• Capital outlay purchases: Purchase dated June 28 for $2,987.61;
• Computer capital purchases: Report dated June 25 for $911.14.
