PennDOT seeks comment on road projects

The Pennsylvania Department of Transportation invites the public to comment on the draft 2025 Statewide Transportation Improvement Program which contains local projects.

The comment period will remain open until Wednesday.

The draft 2025 STIP consists of a list of prioritized projects and project phases identified for federal, state, local and private funding over a four-year period for capital improvements and includes 23 regional Transportation Improvement Programs.

The STIP includes 26 projects in Carbon County, 39 in Schuylkill County, 36 in Monroe County, 72 in Lehigh County and 45 in Northampton County.

Carbon County

• Country Club Road over Mahoning Creek: bridge replacement on Country Club Road over the Mahoning Creek in Mahoning Township, $1.75 million in 2026.

• 443 Improvements: Route 443 roadway improvements from Carbon Plaza Mall in Mahoning Township to Thomas J. McCall Memorial Bridge in Lehighton, including resurfacing, widening the roadway and installing a center turn lane on Route 443 from Ashtown Drive to East Bridge Street (Route 209) at the bridge, $100,000 in 2025.

• Route 209 over NRR-Summit Hill: superstructure replacement of a bridge on East Patterson Street (Route 209) over the Lehigh Canal and an abandoned Northern Blue Mountain and Reading Railroad in Summit Hill, $1.03 million in 2025.

• Hunters Creek Bridge: Hunters Creek Bridge replacement/rehabilitation on bridge carrying Little Gap Road over Hunter’s Creek, $1.379 million in 2026.

• Route 309 Rehabilitation: Route 309 paving rehabilitation from Schuylkill County line to Luzerne County line in Banks Township, $617,000 in 2027-2028.

• 903 Resurfacing: Resurfacing of Route 903 from Old Stage Road to Lake Harmony Road in Penn Forest and Kidder townships, $4.25 million in 2027, 2028 and 2029-2032.

• Route 940: Resurface Route 940 from East Side Borough to Route 8004 in Kidder Township, $2.98 million in 2027, 2028 and 2029-2032.

• Jim Thorpe Wall Rehabilitation: rehabilitation of a masonry retaining wall supporting Route 209, Mauch Chunk Street, in Jim Thorpe and Mahoning Township, $4.786 million in 2025 and 2026.

• Route 903: Replacement/rehabilitation of the bridge carrying Route 903 over Mud Run in Penn Forest Township, $4,455,000 in 2026-2028.

• Route 903: Resurface Route 903 from Second to 13th streets in Jim Thorpe, $572,000 in 2025 and 2026.

• Delaware Ave Signal Improvements: Optimization of traffic signals, providing signal coordination and upgrading signal equipment at three existing signalized intersections along Delaware Avenue in Palmerton, at Mauch Chunk Street/State Road and the offset Third Street intersections, $1.739 million from 2025-2027.

• Van/Minibus Purchase: Replace 14 accessible gasoline paratransit vehicles for LANTA (Carbon Transit), including onboard security camera systems, onboard radios, a back-end radio system and other related equipment, $1.675 million in 2025.

• Reserves: Carbon, Monroe and Schuylkill counties’ urban line item reserve, $15,284,000 to be used for cost overruns on approved highways and bridge projects; Safety line item reserves, $13,961,000 to be used for cost overruns on approved safety projects from past and current Transportation Improvement Programs.

• NEPA In-House Bridge Design Assistance: Utilized for consultant engineering firm to handle support services for in-house bridge design and replacement and rehabilitation projects in Carbon, Monroe, Pike and Schuylkill, $100,000, including $50,000 in both 2025 and 2027.

• CMAQ Line Item Reserve: Projects in Monroe and Schuylkill counties are not eligible for this funding unless the projects can demonstrate an air quality benefit to Carbon County. Funds may be used for transportation projects likely to contribute to the attainment of maintenance of a national ambient air quality standard with a high level of effectiveness in reducing air pollution. $5.8 million.

• Environmental Impacts: Carbon, Monroe and Schuylkill counties, environmental impacts projects, $502,000 for monitoring, maintenance and repairs of constructed wetlands and requirements of the Environmental Protection Agency on approved highway and bridge projects and identifying potential sites for environmental mitigation requirements in the three counties within the Northeastern Pennsylvania Alliance. The money is to be utilized from 2025-2028.

Schuylkill County

• Brockton Mountain Drive: replacement of existing structure that carries State Route 1011 (Brockton Mountain Drive) over Locust Creek in Ryan Township. Additional work includes replacing the existing bridge on the existing alignment. Associated roadway work will include minimal approach reconstruction and resurfacing, guide rail installation, low-cost safety improvements and signing and pavement markings, $2.22 million in 2025-2027.

• Lincoln Drive over RBM&N Railroad: replacement of the bridge carrying Lincoln Drive (State Route 1021) over the Reading Blue Mountain and Northern Railroad in Rush Township, $2.92 million in 2025.

• 309 Betterment, 895 to 443: highway restoration of Route 309 from Route 895 (Lizard Creek Road) to Route 443 in West Penn Township, $11.63 million in 2028 and from 2029-2032.

• 309 Resurface-Ben Titus Road North: highway resurfacing of Route 309 from Ben Titus Road to the Lofty Hill in Rush Township, $5,196,000 from 2025-2028.

Monroe County

• Shiffer Road over Route 33: replacement/rehabilitation of bridge carrying Shiffer Road over Route 33 in Hamilton Township, $4.1 million from 2025-2027.

• 209/115 Intersection Improvements, Phase 2: Improvements to the intersection of routes 209 and 1125 in Brodheadsville and the corresponding approaches to the intersection, where roundabouts are being constructed at the 209/115 intersection and the Route 209/Pleasant Valley Lane/Pleasant Valley School District entrance intersection. The 209 and 115 approaches will be widened and reconstructed and pedestrian accommodations will be provided at select locations, $5,000 in 2025.

• Kellersville Historic Structures: Replacement or rehabilitation of a bridge that carried Middle Easton Belmont Pike (State Route 3023) over McMichaels Creek and a culvert over Mill Race in the Kellersville Historic District in Hamilton Township, $2,224,000 from 2025-2027.

• Hamilton West Resurface-Sciota: highway resurfacing of Route 209 from 500 feet east of Lesh Road to Route 33, including latex overlay on structure over Business Route 209 and deck replacement of structure over Lake Creek in Hamilton Township, $6,084,000 from 2025 to 2027.

• Route 715 Stone Arch Replacement: Replacement of stone arch bridge carrying PA Route 715 over McMichaels Creek in Chestnuthill Township, $2,332,000 from 2025 to 2027.

• Route 209/ Schafer School House: closing of the median and removal of the traffic signal at the intersection of Route 209 and Schafers School House Road in Hamilton Township, $20,000 in 2025.

• 209 and 33 northbound over Appenzell Creek: Replacement of bridge carrying Route 209 and 33 northbound over Appenzell Creek in Hamilton Township, $4,908,000 in 2025 and 2026.

• Kunkletown Road over Princess Run: Rehabilitation of bridge carrying Kunkletown Road over Princess Run in Eldred Township, $5,000 in 2025.

• Route 33 Median Barrier: installation of a concrete median barrier along Route 33 from Lower Cherry Valley Road to Bossardsville Road in Hamilton Township, $8.51 million in 2028 and from 2029-2032.

• 209 Betterment: resurfacing of various segments of Route 209 in Hamilton Township, $2.785 million in 2025 and 2026.

Lehigh County

• Hollenbach’s Bridge: Replacement/rehabilitation of bridge over Mill Creek and Newside Road in Lowhill Township, $1.865 million to be used from 2025-2027.

• Donats Peak Road Bridge: Rehabilitation or replacement on bridge over Kistler Creek in Lynn Township, $5,000 to be used in 2026.

• Corridor Signal Improvements: Congested corridors that contain multiple signals in Lehigh and Northampton counties to maximize traffic improvements by implementing new signal timing place, updating signal hardware and upgrading signal interconnections, $42 million from 2025-2036.

• Route 143 over Tributary to Ontelaunee Creek: Rehabilitation/replacement of State Route 143 over tributary of Ontelaunee Creek, $5,000 to be used in 2026.

• South Walnut Street Bridge: replacement of bridge that carries South Walnut Street over Trout Creek in Slatington, $6.9 million to be used from 2025-2027.

• Gap Bridge Repairs: Replacement/rehabilitation of State Route 873 bridge over the Lehigh River and Norfolk Southern Railroad in Washington Township, $3.68 million to be used in 2025.
