Monroe County Commissioners
The Monroe County commissioners approved the following items at their meeting on Wednesday morning:
• Proclamations and certificates: Monroe County Independent Living Class Completion - Kevin Davis, Kaylee Elliss, Taj Gaudino, Abigail Grella, Kingtriston Griffin, Cayden Heller, Jayden Hoffman, Joseph Keyes, Za’Niyah Kitt, Z’Kirah Kitt, Eclipse Martin, John Melo, Taylor Nystrom, Rain Ortiz, Isaiah Pena, Kimberly Simon, Lisa Stallard, Lilliana Storm, Queentrinity Williams; ribbon cutting of Vigon Distribution Center; and 140th anniversary of Reeders United Methodist Church;
• Sheriff’s Office Overtime Report: deputies, 40.50 hours; and security, 55.50 hours;
• Vouchers payable: $982,809.97 for week ending May 3; $774,631.60 for week ending May 10;
• Gross Payroll: $1,337,646.25 for week ending May 5;
• Healthcare benefits payments: Highmark Blue Cross/Blue Shield, $231,871.42 on April 30, and $93,632.44 on May 7; Geisinger, $221,436.47 on April 30, and $101,411.32 on May 7;
• Carbon-Monroe-Pike Drug & Alcohol Commission Inc.: Appointed Evelyn Robles to the Carbon-Monroe-Pike Commission Board; term expires May 31, 2027;
• Budget adjustment of $361,665 dated May 8;
• Notice to receive sealed bids for Monroe County Parking Garage Maintenance;
• Notice of availability of Requests for Funding Proposal applications for supplemental funds to emergency food and shelter programs in Monroe and Pike counties;
• Ratified continued representation by attorney David M. Steckel with new firm Fitzpatrick, Lentz & Bubba, and authorize Flamm, Walton & Heimbach to release legal files to Steckel;
• Ratified agreement between Northampton County Area Community College, Northampton County Area College Foundation and County of Monroe in regards to Right of First Refusal and contribution payment;
• Accepted proposal from Marion Hill Associates Inc. as recommended by RKR Hess, a division of UTRS, for the Goose Pond Run Dam Diver for a detailed gate valve and outlet drawdown system inspection for $8,750;
• Add vendors to the list of approved vendors: Information Technology and Services - Iron Bow LLC; Office of Emergency Management - The Melt Wagon and Thomas W. Kociuba; commissioners - Bushkill Fire Company and Walker Consultants Inc.;
• Monroe County Correctional Facility: Accepted proposal from Rooted Environmental Consulting LLC for wetland services for $1,750 for a wetland evaluation and report;
• Ratified professional services agreement with Midlantic Engineering for geotechnical engineering services at MCCF for $10,500;
• Emergency Services: Authorized Maryellen Keegan, director, to sign Memorandum of Understanding with Tobyhanna Army Depot “to ensure coordination of resources in the event of an act of terrorism, natural disaster or any other emergency requiring off-installation support”;
• Grants: Ratified authorization for the grants manager to electronically submit for the following: 1. Fiscal Year 2024 Intermediate Punishment Treatment Program Grant for $90,000 to hire a full-time case management specialist; 2. Fiscal Year 2025-2027 STOP Violence Against Women Formula Grant for $125,000 to improve services to victims and survivors of sexual assault, domestic violence, dating violence and stalking; 3. Fiscal Year 2023-2024 Indigent Defense Grant Program Funds for $95,528 to retain and recruit attorneys for the Monroe County Public Defenders Office, and; 4. To approve the Emergency Solution Grant 2023-2025 sub-recipient contracts for the period Jan. 26 through Aug. 31 as listed: Emergency Shelter - Family Promise, operations and essential services, $33,700; SAFE Monroe, operations, $7,500; and Stroudsburg Wesleyan Church, operations, $10,000; Homelessness Prevention - Family Promise, for services, financial and rental assistance, $12,000; and Rapid Rehousing - Family Promise, for services, financial and rental assistance, $36,000 for an overall total of $99,200;
• Planning Commission: Reappointed Nicole Murray and Charles Vogt to the Monroe County Planning Commission Board with terms to expire Dec. 21, 2027;
• Pleasant Valley Manor: Accepted a proposal from Datom Products Inc. for the abatement of asbestos gasket insulation from an incinerator for $1,350;
• Capital Outlay Purchases Report: Ratified the report dated May 9 for a Motorola radio and accessories and HEPA filters for MCCF totaling $53,150.84;
• Computer Capital Purchases Report: Approved the report dated May 9 for cyber security software licenses, and field materials of a laptop for Vector Security totaling $32,736.67.
