Mahoning sets public hearing for land ordinance

Mahoning Township will hold a public hearing for its Subdivision and Land Development Ordinance at 5:45 p.m. Feb. 14. The township’s regular meeting will follow.

With regard to its zoning, supervisors discussed stormwater retention and said it should include all new buildings, including farm use.

The consensus was that a separate stand-alone stormwater ordinance should be created that would state specific thresholds and offer guidelines.

“I’m all for controlling some things, but I also want to keep it affordable for future generations,” Supervisor Ronald Reeser said.

“Our goal would be to make it the least expensive for our residents as possible,” Board Chairman Robert Slaw said.

Reeser brought up animal shelters, and said they are described differently than a kennel.

“I just don’t understand why you wouldn’t want it more in the country,” he said.

Reeser also discussed campground and recreation parks, which he said are conditional use and are allowed unless neighbors prove it is harmful to some degree.

Next, Reeser asked for a definition for both bed-and-breakfast and short-term rentals.

It was said that the tennis court, Valley Royale, is considered a bed-and-breakfast because the owner lives there; whereas with a short-term rental, a renter occupies the entire house.

Lastly, Reeser asked about staging area for equipment and material. Both Reeser and Slaw said they don’t believe it should be permitted in R1, but only permitted in C1 and Industrial.

The board then agreed to send the following revisions to the zoning ordinance:

• Animal shelter changed to conditional use.

• Kennel changed to conditional use.

• Staging for equipment and material changed to not permitted in R1.

Once completed, the ordinance will be passed onto the planning commission for review.

The board’s action came after supervisors in November denied approval of the township’s zoning and SALDO after the board deadlocked on a 2-2 vote. Supervisor Deb McGowan and Slaw were in favor, with Supervisor Myron Blahy and former Supervisor David Pollock opposed. Reeser was absent.
