Fred Kemmerer Jr. to lead Franklin supervisors

Franklin Township will run under the same leadership in 2024.

Fred Kemmerer Jr. was reappointed board chairman, and Robin Cressley vice chairman during the board of supervisors reorganization meeting on Tuesday.

Newcomer Leroy Kemmerer Jr. is the third supervisor.

• Paul Jarrett, zoning officer & BOCA property maintenance code enforcement officer.

• Lehigh Valley Inspection Services & Barry Isett & Associates Inc. & Bureau of Veritas, uniform construction officer/assistant BOCA code enforcement officers.

• Scott Beiber, Lehigh Soils and Wetlands, sewage enforcement officer, and Steve Gitch & Ian Farrell, alternate sewage enforcement officers.

• ARRO Consulting Inc., township engineer for central sewage related matters.

• Carbon Engineering Inc., township engineer for general purposes, with Keystone Consulting Engineers as the alternate.

• Larry Diehl, emergency management coordinator.

• Set the treasurer’s bond at $500.

• Set the bond for board of supervisors as trustees of the police pension plan at $500.

• Set the schedule for township meetings for 6:30 p.m. the third Tuesday of each month at the township administration office.

• Granted permission to the board of supervisors and the secretary-treasurer to prepay bills before the township meetings. Robin Cressley abstained due to personal relationship.

• Set the wages of non-union and non-uniformed employees, full-time and part-time, 3% increase.

• Set travel allowance (IRS standard business mileage for 2024 is 67 cents per mile).

• Rate for cinders at $25 per bucket load.

• Daily fees for storage at $40 per day.

• Buckno Lisicky & Co., PC-CPA, in place of the elected auditors to examine all township accounts for 2023.

• Adopted resolutions changing signatures on all accounts at Jim Thorpe Neighborhood Bank - removing Jason M. Frey as supervisor and adding Leroy Kemmerer Jr., effective Jan. 2.

• Revised Checkwriting Authorization Forms on all Franklin Township PLGIT Accounts (removing Jason M. Frey as supervisor and adding the name of Leroy Kemmerer Jr., effective Jan. 2.
