Chestnuthill releases proposed 2024 budget
There is no tax increase in the proposed 2024 Chestnuthill Township budget, which was released to the public during Tuesday’s supervisors meeting.
“It is a projection of things we want to accomplish. Our budget didn’t significantly change from 2023,” said David Albright, township manager, as he went through a spreadsheet that was projected on the screen in the township meeting room.
The budget includes maintaining the township’s 155-mile road system, along with various stormwater projects - including the replacement of culverts on Silver Valley Road - improving the parks, recycling, composting and historical resources.
The proposed millage rate for 2024 is 2.66.
The breakdown: 1.64 mills for the Chestnuthill Township municipal/road budget, 0.78 mills for the infrastructure dedicated account and 0.24 mills for the West End Fire Company.
For every $100,000 of real estate tax assessment, the 2.66 mills will generate $266 in real estate taxes.
Other revenue sources include licenses and permits, fines and forfeits, interest earnings, township park building rental fees, and federal and operating grants, according to the draft budget spreadsheet.
Total expenditures are $21,784,842, which is an increase of $8,094,486 from 2023. A total of $9,378,162 is attributable to grant funding and financing related to the Shared West End Emergency Services Facility.
“It is currently under construction and will be completed in November 2024,” Albright said.
Township staff have been writing grants and submitting applications to foundations for years in anticipation of the project, he said.
The new facility is located across the street from the current West End Fire Company building, which is behind Wawa on Route 715.

In other business:
• The conditional use hearing for Christosa Holdings LLC was postponed until 6 p.m. Dec. 5.
• Several members of the American Legion Post 927 in Gilbert were in attendance as the supervisors discussed a memorandum of understanding regarding a memorial they want to work together to design and build in the center of the larger roundabout, which is located by CVS and Rite Aid. The township and the veterans want to design a memorial that has significance and will be easily seen by those entering Brodheadsville.
• Supervisors denied a waiver request to add solar panels to the 100-foot outer buffer of a stormwater facility. Chairman Chuck Gould cited environmental concerns as the reason for denying the waiver.
• The Dec. 5 supervisors meeting is canceled. Supervisors will meet against at 7 p.m. Dec. 19.
• Upcoming Chestnuthill Park events include Sensory Santa from 5:30 to 7:30 p.m. Dec. 5. Guests must register in advance. Santa in the Park will be held from 10 a.m. to noon Dec. 9.
