Jeff Goines, 33, of Diver, Delaware, was charged with possession of a controlled substance after state police at the Pocono barracks conducted a traffic stop at 5:58 p.m. Nov. 7.

Police said he was driving a 2015 Mazda at 94 mph. in a 70 mph zone at 685 Interstate 476 in Washington Township when he was stopped. Police said he had marijuana.
