A 37-year-old Lehighton woman was cited for endangering the welfare of a child.

State police at the Lehighton barracks were called to a report of a 3- to 4-year-old child in a diaper walking a dog near Interchange Road in Towamensing Township at 6:38 p.m. Sept. 19.

Police said they responded as they were arriving at the scene near Route 209, two witnesses had taken the child off the roadway. Shortly after, the child’s mother arrived at the scene and was cited, police said. Child services were notified of the incident
