Carbon County ARDs

Carbon County Court Judge Joseph J. Matika recently accepted four people into the Accelerated Rehabilitative Disposition program for one year.

Acceptance into the program, for first time, nonviolent offenders, is not an admission of guilt. If the defendant successfully completes the program, his or her record may be expunged.

Daniel S. Riccardi Jr., 27, Edison, New Jersey, was charged by Palmerton police with driving under the influence of a controlled substance; possession of marijuana; and possession of drug paraphernalia on Feb. 4, 2019.

Judge Matika accepted Riccardi into the ARD program for one year.

He ordered Riccardi to pay $600 to offset the cost of the program; to pay a $100 LiveScan fee; and to pay a $50 monthly supervision fee; surrender his license for 60 days; and to obtain outpatient treatment.

Joseph Thomas Sawyer III, 30, Scranton, was charged by state police with driving under the influence incapable of driving safely; disregarding traffic lanes; and careless driving on Oct. 23, 2022.

Judge Matika accepted Sawyer into the ARD program for one year.

He ordered him to pay $600 to offset the cost of the program; to pay a $50 monthly supervision fee; surrender his license for 60 days; and to obtain outpatient treatment.

Jolynn S. Swanger, 40, Palmerton, was charged by state police with theft by deception on Oct. 1, 2018.

Judge Matika accepted her into the ARD program for two years, and ordered Swanger to pay $550 to offset the cost of the program; to pay a $50 monthly supervision fee; to pay a $100 LiveScan fee; and to pay a $50 monthly supervision fee; and to pay $92,547.14 restitution to Balliet Trucking Co., to be paid in $150 monthly payments.

He also ordered her to pay $3,500 restitution to All Points Towing.

She is to have to no contact with Balliet trucking, and to stay off the property.

Aaliyah Tiquora Jones, 28, Wilkes-Barre, was charged by state police with driving under the influence of a controlled substance; DUI of controlled substances of drugs and alcohol; possession of a small amount of marijuana; possession of drug paraphernalia; disregarding traffic lanes; careless driving, and reckless driving on Sept. 10, 2022.

Judge Matika accepted Jones into the ARD program for one year.

He ordered her to pay $600 to offset the cost of the program; to pay a $50 monthly supervision fee; to pay a $100 LiveScan fee; surrender her license for 60 days; successfully complete Alcohol Highway Safety School; to obtain outpatient treatment; and to render 50 hours of community service.
