Carbon County Judge Joseph J. Matika accepted six people charged with impaired driving into the Accelerated Rehabilitative Disposition program for one-year terms.

Acceptance into the program, for first-time, non violent offenders, is not an admission of guilt. Defendants may have their records expunged if they successfully complete the program.

Angel M. Rodriguez, 22, of Bethlehem, was charged with driving under the influence of a controlled substance, first offense; driving under the influence of a controlled substance or metabolite, first offense; and driving under the influence of a controlled substance/impaired ability, first offense on Oct. 26, 2022.

Judge Matika ordered him to pay $600 to offset the cost of the program plus a $50 monthly supervision fee; pay a LiveScan fee of $100; enroll in an outpatient treatment group; and to perform 50 hours of community service.

Rodriguez’s license is suspended for 60 days.

Dennis Joseph Rosohac, 21, of Lansford, was charged with driving under the influence of a controlled substance/impaired ability, first offense; driving under the influence of a controlled substance, first offense; driving under the influence of a controlled substance or metabolite, first offense; possession of a controlled substance; possession of drug paraphernalia; restrictions on alcoholic beverages on Sept. 22, 2022.

Judge Matika ordered him to pay $600 to offset the cost of the program plus a $50 monthly supervision fee; pay a LiveScan fee of $100; enroll in a treatment intervention group; and to perform 50 hours of community service.

Rosohac’s license is suspended for 60 days.

Melissa Anne Santiago, 43, of Lansford, was charged with littering; careless driving; failing to keep right; disregarding traffic lanes; following too closely; driving under the influence of a controlled substance/impaired ability, first offense; driving under the influence of a controlled substance, first offense; and driving under the influence of a controlled substance or metabolite, first offense on April 20, 2021.

Judge Matika ordered her to pay $650 to offset the cost of the program plus a $50 monthly supervision fee; pay a LiveScan fee of $100; and to perform 50 hours of community service.

Santiago’s license is suspended for 60 days.

Seth Jonathan Steber, 54, of Lehighton, was charged with driving under the influence, incapable of driving safely, first offense; careless driving; and disregarding traffic lanes on Oct. 29, 2022.

Judge Matika ordered him to pay $600 to offset the cost of the program plus a $50 monthly supervision fee; pay a LiveScan fee of $75; pay $1,000 restitution to the victim; successfully complete Alcohol Highway Safety School; and to perform 50 hours of community service.

Steber’s license is suspended for 60 days.

Valerina Mindy Torres, 28, of Philadelphia, was charged with driving under the influence, highest rate of alcohol, first offense; driving under the influence, incapable of driving safely, first offense; careless driving; and driving while her license was suspended or revoked on Dec. 17, 2022.

Judge Matika ordered her to pay $550 to offset the cost of the program plus a $50 monthly supervision fee; pay a LiveScan fee of $100; pay $1,000 restitution to the victim; successfully complete Alcohol Highway Safety School; enroll in outpatient treatment; and to perform 50 hours of community service.

Torres’s license is suspended for 60 days.

Lucas Matthew Zintel, 19, of Walnutport, was charged with driving under the influence of a controlled substance, first offense; driving under the influence, impaired ability, first offense; exceeding the speed limit; careless driving - serious bodily injury; and reckless driving on Oct. 11, 2022.

Judge Matika ordered him to pay $600 to offset the cost of the program plus a $50 monthly supervision fee; successfully complete Alcohol Highway Safety School; and to perform 50 hours of community service.

Zintel’s license is suspended for 90 days.
