West Penn awards second bid for park well

A previously approved bid for a well at J.E. Morgan Memorial Park in West Penn Township has been withdrawn.

Last month, supervisors accepted an $11,422 bid from Boyle Electro Mechanical for a well at the park along Cold Spring Road.

However, it was announced at Monday’s board of supervisors meeting that Boyle Mechanical withdrew its bid.

As a result, the board on Monday accepted the second lowest bid turned in by Hayman Water Systems.

At present, there are two pavilions, picnic tables, a concession stand, playground, restrooms and playing fields.

Soon, the park will have its own water supply.

Eventually, area youth sports organization will use the playing fields.

Park improvements are being made with a $60,000 grant from the state Department of Conservation and Natural Resources. The township is chipping in a $30,000 match.

The township is doing some of the work, including paving access path and parking areas, ADA parking sign and pavement markings.

The project calls for construction of a pole style building, picnic pavilion and potable water.

The grant will pay for a new sign, playground equipment, re-skinned infield of the baseball field, an equipment shed/stand, pavilion and picnic tables.

The park had been known as West Penn Park East. In 2018 received a $55,000 grant and has since renamed it after the late John E. Morgan, who died in 2001.
