New Jersey man facing multiple charges after high-speed chase

A New Jersey man is facing multiple charges following a high-speed chase that occurred on Sunday in Monroe County.

State police at Stroudsburg said the incident began at 4:40 p.m. when troopers attempted to stop a Chevrolet Malibu sedan on Route 611 in Pocono Township. The driver failed to stop despite emergency lights and siren by the troopers.

The driver fled through the traffic way of the Tannersville Premium Outlets. The vehicle was observed to nearly strike several pedestrians and parked vehicles while driving through multiple barriers. The vehicle continued through the parking lot heading toward Route 715, subsequently driving over a rock barrier. The driver then made a right-hand turn onto 715 and began traveling toward the interstate.

Due to the reckless driving and negligence by the driver, troopers performed a Precision Immobilization Technique maneuver, which was unsuccessful. The driver then drove through a grass area back onto Sullivan Trail. Troopers again performed a PIT maneuver, which spun the vehicle 180 degrees. The vehicle continued to flee when troopers performed a third PIT maneuver.

Troopers gave multiple commands for the driver to exit the vehicle with negative results. The driver then struck a state police vehicle with his vehicle while attempting to further flee and subsequently disabled the suspect vehicle.

Troopers gave more commands with negative results. Troopers then removed the driver from his vehicle through the passenger door and took him into custody.

He was identified as David Appel, 47, of Keyport.

He was transported to the barracks where charges of aggravated assault, felony 1; flight to avoid apprehension, felony 1; fleeing or attempting to elude police, felony 3; institutional vandalism, felony 3; resisting arrest, misdemeanor 2; and multiple counts of recklessly endangering another person, criminal mischief, driving under the influence of drugs, possession of a controlled substance, possession of drug paraphernalia, prohibited offensive weapon and multiple other summary violations were prepared. It was also learned that Appel had multiple felony warrant for his arrest out of Lehigh County.

He was arraigned by on-call District Judge Colleen Mancuso, who denied bail.

He was placed in the county prison in Snydersville.
