State police at Fern Ridge cited Ralph Graber, 57, of Albrightsville, after his unleashed dogs attacked another dog at 4 p.m. Dec. 25.

It happened at 5 Ute Trail, Penn Forest Township. Police said a 53-year-old woman was walking her leashed dog on Geronimo Trail when Graber’s two unleashed dogs attacked her dog in the roadway, causing injury to its ear and neck.
