Carbon County court — guilty pleas

Four defendants, who previously entered guilty pleas in Carbon County court, were sentenced on Friday by President Judge Roger N. Nanovic II.

DUI cases

Lisa M. Bowman,

28, of Lansford, was sentenced to serve 10 days to two years in prison on a DUI charge.

She was arrested on Nov. 21, 2016, by state police at Lehighton along Long Run Road in Franklin Township. A test revealed a 0.12 BAC.

She was also ordered to pay a fine of $1,500 and license suspended for a year.

A request by her defense attorney, Paul J. Levy, to have her serve the time on house arrest with monitoring was rejected by the court.

She will begin the jail term on Sept. 28 at 10 a.m. and serve five days; and then Oct. 5, at 10 a.m., and serve the final five days.

Stephen P. Ruger,

54, of Palmerton, was sentenced to serve 72 hours to six months in jail on a DUI count, and six months probation on a charge of possession of drug paraphernalia. The terms run consecutively. He was given credit for 20 days spent in an inpatient rehabilitation program and paroled.

He was arrested on May 6, 2019, by Lehighton police for DUI of a controlled substance.

He was also ordered to pay a fine of $1,000, license suspended for a year and zero tolerance for drug or alcohol use.

David Robert Chapman Jr.,

44, of Nesquehoning, was sentenced to 30 days in prison followed by 60 days in the restrictive probation program with electronic monitoring on a charge of driving under suspension, DUI related. He was given credit for six days already served. On a charge of accidents involving damage to attended vehicle or property, he was placed on probation for a year consecutive to the suspension count.

He was also ordered to pay a fine of $500, restitution for damages of $306.24 and zero tolerance imposed for drug or alcohol use.

He was arrested on March 2, 2019, by Nesquehoning police who responded to a report of a vehicle into a property along West Railroad Street. The driver fled the scene. Video surveillance led to the arrest of Chapman, who denied any involvement in the incident when first confronted by police.

He will begin serving the remaining 24 days on Sept. 25 at 6 p.m. and serve it on consecutive two-day weekends.

Drug count

Gregory Ward,

52, of Nesquehoning, was placed on probation for two years on a charge of possession of a controlled substance.

He was arrested on Oct. 16, 2018, by Nesquehoning police in the 100 block of East Railroad Street. The arrest, according to the police report, was part of a narcotic investigation. In exchange for the plea, a felony count of criminal use of a communication facility was dropped in a plea deal with the district attorney’s office.

He was also ordered to get a drug and alcohol evaluation and follow any recommendation for treatment and zero tolerance imposed on drug or alcohol use.

Each defendant must also pay court costs of about $1,000 and a $50 per month supervision fee. DUI defendants must also follow the recommendation of their drug and alcohol evaluation.
