Summit Hill proposes fireworks ordinance

An ordinance was proposed by Summit Hill Borough Council which the officials hope will diminish the often incessant ignition of fireworks in the town.

The council voted unanimously to advertise for adoption the ordinance which will allow consumer fireworks to be displayed only a week prior to national holidays (except New Year’s Day when they will be allowed between midnight and 12:30 a.m.) and not later than two hours after dusk.

The ordinance also will require that a permit be obtained from the borough’s zoning officer for display fireworks. Display fireworks are large fireworks to be used solely by pyrotechnicians.

An ordinance with general regulations was proposed but council member David Wargo suggested the stipulations on when commercial fireworks can be shot off.

The ordinance specifies that consumer fireworks can’t be lit within 15 feet of an occupied structure. Display fireworks can’t be ignited within 300 feet of any building.

The ordinance does not pertain to such devices as ground and hand-held sparklers, novelties and toy caps.

Under the ordinance, an individual violating the consumer section of the ordinance can be fined up to $100 while an individual intentionally setting off display fireworks can be fined up to $500.

The council said it is hoping to adopt the ordinance at its September meeting.
