Two years after they dismissed a police officer for willful misconduct, Franklin Township officials have finally agreed to release his identity and settlement agreement.

Franklin Lorah, an officer from August 2007 through October 2017, has been paid a lump sum of $25,000.

At a special meeting on Oct. 26, 2017, township supervisors on a 2-0 vote accepted the recommendation of then acting police Chief Jason Doll to terminate an unnamed employee for willful misconduct.

About 25 residents attended the meeting, many of whom asked the board to disclose the reason why the board was taking the action against the employee, identified as No. 31.

The employee was not in attendance, nor was Doll.

On May 15, the township approved a settlement with Lorah, in agreement with the Fraternal Order of Police Schuylkill-Carbon Lodge 13.

Through a right to know request, the township has named the officer as Frank Lorah and released details of his settlement.

On May 22, the Times News submitted a right to know request to the township.

Initially, the township released the agreement in July, but redacted Lorah’s name. The Times News appealed to the Office of Open Records and obtained the name.

Lorah is not eligible for pension as he has not worked 12 years for the township and is not 55 years old.

Under the negotiations, which began February 2018, the township has agreed to provide a neutral reference for Lorah.
